- 1. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. 2. This Request for Quote (RFQ) 15DDHQ21R00000011 - Customized Remote First Responder Course is being issued as a combined synopsis/solicitation for commercial items prepared in accordance with FAR 12.6 and FAR 13.106, as supplemented with additional information included in this notice. This RFQ does not commit the government to pay any cost incurred in the submission of a Quote or to award a contract for Customized Remote First Responder Course. This notice is a 100% SB set-aside and the associated NAICS code: 611519 and small business size standard: $16.5 3. This requirement is for an 8 day in person Custom Remote First Responder Course for 12 Special Agents to include two private instructors, which will provide skills such as advanced wound closure, IV awareness and will integrate tactical medical scenarios specific to agents of the Seattle Field Division. The vendor is required to provide a customized course to satisfy the learning objectives established in this RFQ: (1) Two Advanced Instructors to give training on Advanced topics to include wound closure and IV awareness training; (2) Integration of Tactical medicine; (3) Ten Custom Remote Medical Kits including the following: Vital Signs; Airway Pro; Major Bleeding Control; Basic Wound Management; Environmental; Over The Counter Medications; Basic Wound Closure and Basic Orthopedics (see SOW Medical Kit Items); and (4) Certification of training. Period of Performance: Customized Remote First Responder Course dates: September 27th to October 4, 2021, Hours of instruction and Start/End Time: TBD. Medical Kits shall be delivered/provided NLT the beginning of the course. C. Location: Seattle Field Division Office and warehouse, Seattle, WA D. EVALUATION: The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The basis of award will be Lowest Price, Technically Acceptable (LPTA), quotes received shall be as all or none basis (Partial quotes are unacceptable). The following factors shall be used to evaluate offers:��� Technical Capability: Ability to meet the Government requirement for a program curriculum stated in Paragraph 3. Corporate Experience: Information of instructors who have relevant experience that will perform the requirement stated in Paragraph 3. Price: A single Quote to include all expenses (labor, lodging, travel, materials and/or training props) This RFQ document and incorporated provisions and clauses are those in effect through the Federal Acquisitions Circular FAC 2021-04 Effective January 19, 2021. This announcement constitutes the only RFQ; quotes are being requested. This acquisition incorporates one or more clauses by reference, with the same force and effect as if they were given in full text. The Government anticipates award of a single Purchase Order with fixed unit prices. All questions regarding this RFQ shall be submitted in writing via email to Contract Specialist, anthony.t.brown@dea.gov by August 31, 2021 at 9:00 am ET. If necessary, an amendment with answers to questions will be provided prior to RFQ due date. The Quote must be received by September 6, 2021 at 9:00 am ET. The Quote shall be submitted via email.
