- The USDA Farm Production and Conservation (FPAC) Operations Branch, Acquisition Division is preparing to issue a solicitation on behalf of USDA Natural Resources Conservation Service (NRCS) in Colorado for work authorized under the Wetland Reserve Easement Program to restore and protect wetland resources. The work consists of consists of the removal of the old existing fence posts and wires. There is roughly 15,785 feet of existing fence that needs to be removed. The construction of a new wildlife friendly fence, 4-strand barb wire fence, will replace the old dilapidated fence.� The length of fence to be installed is roughly 15,785 feet.�� The solicitation will be a Total Small Business set-aside. Interested contractors must be registered as Active, and must complete the annual representations and certifications electronically via the System for Award Management (SAM) at http://www.sam.gov in order to be eligible for award. A firm-fixed price construction contract is anticipated under Simplified Acquisition Procedures.� FAR Part 13 and 36 apply.� As such, a bid bond is not required and there will be no formal bid opening.� A Request for Quotes is being solicited, and can be supplied via fax or email.� Award will be made to the offeror who presents the best value to the government, price and other factors considered. An alternative form of payment protection, either a Payment Bond (SF-25A), irrevocable letter of credit (ILC), or tripartite agreement in the amount of 100% of award will be required within 7 days of award. The solicitation package, construction drawings and specifications will be posted and available from this site on Friday, September 10, 2021.� Quotes will be due on Monday, September 20, 2021 by 12 noon local time.� � A site visit can be arranged by contacting Laura Trimboli, USDA-NRCS, Durango, CO (970)422-3368; or by email laura.trimboli@usda.gov.
