- Description
- The Army Contracting Command-Rock Island (ACC-RI), Rock Island, IL 61299, on behalf of the Office of the Project Manager for Combat Ammunition Systems, intends to issue a Request for Proposal (RFP) W52P1J-21-R-0022 in September 2021 for the Production of the 60mm/81mm/120mm High Explosive (HE) Load, Assemble and Pack (LAP) Mortar Cartridges. The 60/81mm HE cartridges are high explosive munitions developed for use in the M224A1 and M252A1 Lightweight Mortar Systems. The 120mm HE cartridges are fuzed high explosive rounds developed for use in the M120 (towed version), M121 (carrier-mounted version) Battalion Mortar Systems, and the Stryker Brigade Combat Team Mortar Carrier.� These munitions are intended for use against personnel and materiel targets, providing for fragmentation and blast effects.� The proposed contract strategy will be restricted to firms located within the United States, Canada and outlying areas, under 10 USC 2304(C)(3).� The United States (U.S.) Government intends to award at least two (2) Firm Fixed Price Indefinite Delivery/Indefinite Quantity production contracts along with a minimum guarantee for the production of the 60mm/81mm/120mm HE LAP Mortar Cartridges.� Each contract will include a five one-year ordering periods covering FY22-26 requirements.� The 60mm/81mm/120mm HE LAP Mortar Cartridges will be built to Government Technical Data Packages (TDPs), which will be available upon request. The TDPs are coded as Distribution Statement D (authorized distribution of technical documents to the Department of Defense (DoD) and U.S. DoD Contractors only). Businesses are required to be certified by the DoD, United States/Canada Joint Certification Office. Offerors must have an approved DD Form 2345 to obtain the TDP. Instructions on filling out the DD 2345 can be found at the following link: https://www.dla.mil/HQ/LogisticsOperations/Services/JCP/SpecificDD2345Instructions.aspx. Contractors must be registered in the System for Award Management (SAM) database by accessing the SAM web site at http://www.sam.gov in order to be eligible for contract award.
