- Contracting Office Address: Department of Health and Human Services, National Institutes of Health, National Institute of Allergy & Infectious Diseases/AMOB, 903 S 4th Street, Hamilton, MT 59840 STATEMENT OF NEED: This notice is a combined synopsis/solicitation for commercial items using Simplified Acquisition Procedures. This acquisition will be made in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6 �Streamlined Procedures for Evaluation and solicitation for commercial Items,� as applicable, and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation (a written solicitation will not be issued) and quotes are being requested. The Solicitation number is RFQ-NIAID-2085821�and the solicitation is issued as a Request for Quote (RFQ). This acquisition will be processed under FAR Part 13 Simplified Acquisition Procedures (SAP). The solicitation documents and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2021-06 July 12, 2021. The North American Industry Classification System (NAICS) code for this procurement �is 334516, Analytical Laboratory Instrument Manufacturing, with a small business size standard of 1,000 employees. The requirement is being competed with a brand name restriction, and without a small business set-aside. The National Institute of Allergy and Infectious Diseases (NIAID) has a requirement for a Bio-Tek Instruments brand-named Cytation 7 Cell Imaging Multi-Mode Reader and accessories. Please see the attached specifications of a Bio-Tek Instruments Cytation 7 Cell Imaging Multi-Mode Reader �with part numbers and included components/accessories that satisfy the requirements of the NIAID. The NIAID/NIH�S Vaccine Research Center requires the Cytation 7 in order to streamline the process of ELISpot, 3D cell imaging, slide scanning and counting. This instrument can perform all of these assays, rather than just one. The Cytation 7 combines automated digital upright and inverted widefield microscopy with conventional multi-mode microplate reading in a unique, patented design. The inverted microscopy module provides sample visualization from 1.25x to 60x magnification in fluorescence, brightfield and color brightfield for a broad range of applications. The upright microscopy module with reflected light imaging enables even more applications such as ELISpot or fast slide scanning and ROI detection workflow. Cytation 7 includes continually variable bandpass monochromators for versatility and performance for general multi-mode plate reader applications. Temperature control to 45 �C, gas control and shaking expand the applications for kinetic cell-based assays. Cytation 7 is controlled by Gen5 software, which combines ease-of-use with powerful processing and analysis capabilities.� Due to the above stated reasons, RML requires the purchase of the Bio-Tek Instrument brand of product. Delivery Location: NIH-VRC, 40 Convent Drive, Bethesda, MD� 20892, United States. FOB: Destination; Please be sure to include on the quotation: an estimated date of delivery for the items, and all applicable shipping/handling charges must be included in the quotation. The government intends to award a firm fixed price purchase order to the responsible vendor as a result of this RFQ that will include the terms and conditions set forth herein. The award will be based on the lowest priced technically acceptable (LPTA). Technical capability will be based on quoting all brand-named items requested on the specification sheet and delivery. The award evaluation will be based on a review of all brand name specifications as described above, price and delivery.
