- Sources Sought The purpose of this Sources Sought Announcement is for market research to make appropriate acquisition decisions and to gain knowledge of potential qualified Service Disabled Veteran Owned Small Businesses (SDVOSB), Veteran Owned Small Businesses (VOSB), Small Business Manufacturers, other Small Businesses interested and capable of providing items requested, as well as any large businesses. The results from this source sought notice will be used to determine set-aside. The intended contract is a firm-fixed price supply purchase. The SBA Non-Manufacturer Rule is applicable to this, and a class waiver is in place for NAICS 334510. The associated Planmeca software, Romexis, provides additional features such as CALM and AINO which are post-capture correctional software capabilities to enhance the images. The software also provides end users with the tools to review, annotate, and edit all images, and perform implant planning on the images. This equipment and software is compatible with MiPACS dental PACS product, which is a standard utilized across VISN 20. The equipment must meet the minimum of the following: All hardware must include an operating system version currently supported by Microsoft All software must be compatible with operating system versions currently supported by Microsoft X-ray must be able to: Capture 2D panoramic images Capture 3D images Perform CBCT imaging Capture images of the full jaw at a minimum Capture 3D face photos Physical characteristics: kV range 60-90 Option for unit with kV range 60-120 (match specifications for Planmeca Viso) Software on the x-ray unit or associated software must be able to: Capture and store images in DICOM standard format (.dcm files) Correct flaws in images due to patient movement Perform noise correction for CBCT imaging Perform artifact correction and/or removal as applicable Provide optional endodontics module Allow users to do implant planning and treatment planning Allow users to edit and annotate images, and save annotations Export images and complete image series to a disc Export must have the option to include a non-licensed installable viewer to enable community care providers to view exported images Integration The equipment must be compatible with MiPACS In order to meet the technical and workflow requirements for the transition to VA s new Cerner EMR, all VISN 20 sites must have the ability to capture 2D and 3D CBCT using the existing Medicor MiPACS software Software must have a Medicor-tested plug-in(s) for the MiPACS Viewer software to accomplish this After Cerner go-live, MiPACS will be used to Q/R (query/retrieve) images, including 3D CBCT image series. Software must be able to display CBCT image series that are retrieved from Cerner. As such, the salient characteristics reflect the physical, functional, or performance characteristics that equal products must meet to satisfy the Government s needs.
