- Office of the Inspector General Request for Information (RFI) Disclaimer: This RFI does NOT constitute a Request for Proposal and is not to be construed as a commitment, implied or otherwise, by the Government that a procurement action will be issued. No telephone inquiries will be accepted and requests for solicitation packages will not be honored, as no solicitation is intended at this time. Response to this notice is not a request to be added to a bidders list or to receive a copy of a solicitation. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of the submission of the requested information. No reimbursement will be made for any costs associated with providing information in response to this announcement and any follow up information requests. Responses to this RFI may be considered in the future determination of an appropriate acquisition strategy for the program. The Government may not respond to any specific questions or comments submitted in response to this RFI or information provided as a result of this request. Any information submitted by respondents as a result of this notice is strictly voluntary. To Be Released on the Open Market: This RFI is being issued by the Office of the Inspector General, Office of Investigations which require managed services for the acquisition, maintenance and support of Software Subscription Support Services for the Digital Forensics and Analysis Unit (DFAU), Investigations to accommodate OIG missions as specified in the attached Statement of Work (SOW). BACKGROUND: OIG plans to solicit for Software Subscription Support Services contractor support on the Open Market using FAR Part 12, Acquisition of Commercial Items, for managed services of OIG�s Software Subscription Support Services. PURPOSE: OIG is issuing this notice as a RFI for market research and to obtain industry comments about the structure of the potential Request for Proposal (RFP) as described in the attached SOW. � The Government anticipates that the potential RFP will be for a total period of five (5) years, structured with a one (1) year base and four (4) one-year optional periods and surge CLINs as needed on a firm fixed price (FFP) basis. � REQUEST FOR INFORMATION: The purpose of this RFI is to determine the capabilities of the open market to provide services that support the Agency�s requirements. The RFI responses will assist OIG with selection of the most appropriate procurement source. The Government requests information that includes the vendor�s corporate experiences related to providing Managed services for Software Subscription Support Services. More information about the requirements is provided with the attached draft solicitation. All prospective offerors are requested to respond with capabilities to attached Sections 1 and 2, herein. Responses should be concise and meet the following limitations: a maximum of five (5) pages, using one-inch margins and a font size greater than or equal to Times New Roman 12. There is no font size restriction for graphics if any are provided. Attachments: � � � � �(1) SF1447 � � � � �(2) Statement of Requirements The Department of Homeland Security (DHS), Office of Inspector General (OIG), Office of�Investigations (INV), Digital Forensics and Analysis Unit (DFAU) is responsible for the OIG�s digital�forensics program and conducts detailed digital forensic examinations in support of OIG investigations.�The DFAU maintains an assortment of specialized software to conduct these examinations, and finds it�is taking an increasing amount of time to coordinate the purchase of annual software licenses and�support agreements. This contract is intended to combine all of the licenses and agreements under one�contract, simplifying the process and reducing the time required to coordinate annual renewals. The OIG INV DFAU has an annual need to renew maintenance and support on multiple software�products used during the conduct of digital forensic examinations in support of criminal investigations.These specialized software tools allow DFAU examiners to acquire digital evidence and to search that�evidence for evidence in order to resolve allegations of criminal conduct. The forensic acquisition and�analysis of digital evidence must be accomplished using tools that have been designed and tested for this�use and must be kept current.
