- Regional Procurement Office (RPO) - East intends to negotiate on a sole source basis with ThunderCat Technology, LLC, 1925 Isaac Newton Square, Ste 180, Reston, VA, 20190-5030. This acquisition involves scientific medical equipment needed to establish a Production System to support research and clinical storage of MRI Scans (DICOMS) through a Picture Archive Communications Systems (PACS) server connected to a Siemens Prisma MRI Scanner that is being installed in September 2021 for the newly constructed Neuroscience Building located at the Boston VA Jamaica Plain Division. It is a dual use capability that also provides the ability to store, access, backup, and review medically MRI scans through diagnostic workstations. This system is the foundation for Virtual Private Network (VPN) access to research data in support of Continuity of Operations Planning but is partitioned to ensure that medical data remains appropriately separate and protected from research access. It is the basis of a research Virtual Local Area Network that supports controlled onsite access by Affiliate investigators through an Imaging Center using Linux workstations and provides the robust storage and processing capabilities needed to fully leverage the research capabilities of the Siemens 3 Tesla Prisma MRI Scanner. It is uniquely compatible with the Philips Picture Archiving Communications System (PACS) that was acquired to provide the ability to separate/segregate Research DICOMS from Medical DICOMS. This platform is an integrated system that is designed and configured to work with the Prisma MRI Scanner, Philips PACS (software and hardware), Cluster Compute capability using Bright Cluster Management software, and the Disk-to-Disk (D2D) High Capacity Storage Platform (HCSP). Additionally, it is designed and configured to provide the communications, storage, and processing capabilities needed to support a widely distributed research network of Linux and iMac analytical workstations. ThunderCat/Advanced HPC have been involved with the development of the TRACTS and NeRVe research centers scientific capabilities for storing, accessing, analyzing, backing up, and networking their capabilities for the past five years. They have engineered their capabilities and designed the storage, analysis, backup, and communications capabilities currently used. In the absence of sufficient funding needed to acquire a suitable Production System, ThunderCat/AHPC helped to partition the storage space for their backup system (i.e. D2D HCSP) to provide an interim solution in order to store, access, and analyze data through the existing capabilities. They have been contracted to provide Systems Administrative Support and have unique knowledge and experience with the research centers systems and configurations. Although other vendors are capable of providing the equipment, this procurement is being conducted in accordance with FAR 6.302-1(a)(2) (only one responsible source) because the Government believes that ThunderCat Technology, due to their extensive knowledge of their systems, in combination with their previous installation and maintenance of several key components of the TRACTS/ NeRVe Systems, makes them uniquely qualified as the only contractor capable of providing this support. This notice of intent is not a request for competitive proposals. Any responsible sources that wish to identify their interest and capability to provide this equipment or equipment that is compatible must notify this Contracting Officer at millicent.covert@va.gov NLT 11:59 AM EST, Friday, September 3, 2021. Telephone responses will not be accepted. Upon receipt of the interested parties' notification, the Contracting Officer will determine whether to conduct a competitive procurement or proceed with sole source negotiations.
