- On July 9, 2021, Contract Specialist, Lenard Wright conducted Market Research using Google Search, with the search Phrase ""Mass Flow Controllers"" identified about four products from different manufacturers. This also included reviewing the market research report provided by mission partner, DEVCOM-Chemical Biological Center. The same or similar products found online were reviewed by the requiring agency while conducting their preliminary Market Research. GSA schedules, www.gsaadvantage.gov, and CHESS ITES-3H https://chess.army.mil/RFTool/Admin/RFXAdminPrintView websites were also use to conduct research to identify potential product manufacturer that will satisfy the requirement. Reviewing recent market research results for similar or identical supplies/services, confirm that the Q95 Gas Life System used by the Engineering Directorate of DEVCOM, Chemical Biological Center is not only built to accommodate the product provided by Alicat Scientific, Inc., but the Software that is coded into the system also integrates with the Q95 ability to accurately measure gas life production lot acceptance testing of all individual and collective protection filters fielded by the Department of Defense. Technical Experts confirmed that fitting different ""Mass Flow Controllers"" MFCs will cost chemists 40 man-hours (excluding material costs), a software engineer will need to be contracted to rewrite software to read and control the new ""Mass Flow Controllers"" MFC type. These controllers are produced to support numerous operations such as vacuum, cyanogen chloride, and the house air quality systems. The requirements will dictate that the Q95 system go through control testing as fielded by Department of Defense, a change to the already existing system will not only cost money, but will disrupt operations and response for over a week. Based on the above findings, it will be in the Government�s best interest to: Issue a brand name only request IAW 10 U.S.C. 2304(c)(1), as implemented by FAR 13.106-1(b)(1)(ii) Particular brand-name item and no other supplies or services will satisfy agency requirements. A Special Notice will be posted at the beta.SAM.gov webpage upon approval of the DD2579 and the Justification and Approval (J&A). In Accordance With FAR 13.106-1(b)(1)(i) Soliciting from a single source, it will be in the best interest of the government to solicit from Alicat Scientific, Inc. Cage Code: 1M5J8.
