Amendment 1: The Language is being revised as follows: FROM:� All questions regarding this RFP should be submitted in writing, electronically to Darlene Harkins, Contracting Officer, at darlene.harkins@nasa.gov on or before�Friday, September 24, 2021.� Offerors are encouraged to submit questions as soon as possible for consideration.� TO: All questions regarding this RFP should be submitted in writing, electronically to Darlene Harkins, Contracting Officer, at darlene.harkins@nasa.gov on or before�Friday, September 10, 2021.� Offerors are encouraged to submit questions as soon as possible for consideration.� You are invited to submit a proposal in response to the National Aeronautics and Space Administration (NASA) Goddard Space Flight Center (GSFC) GeoXO Ocean Color (OCX) Phase A Study solicitation. The principal purpose of this requirement is to provide a definition-phase study of a geostationary Ocean Color instrument.� The Ocean Color (OCX) is a hyperspectral, UV through infrared, passive imaging radiometer used to measure environmental data as part of a 3-axis stabilized, geostationary weather satellite system.� The Ocean Color instrument is planned to fly on the National Oceanic and Atmospheric Administration (NOAA) GeoXO program of geostationary satellites with the first launch planned for 2032. NASA will conduct this acquisition as a full and open competition.� The North American Industry Classification System (NAICS) code for this acquisition is 541330 and the small business size standard is $16.5M. � This competitive procurement will result in the award of up to two (2) Firm Fixed Price contracts at a not-to-exceed amount of $5M each.� The contract will have a period of performance of twenty (20) months from the contract effective date.� The anticipated contract award date is December 2021.� The contract will be performed offsite at the Contractor�s facilities.� In order to control and protect sensitive data owned by the Government and its Contractors, NASA policy required all acquisition-related documents be released in Adobe Portable Document Format (PDF).� Below is a list of the Source Selection Authority (SSA) and voting members along with their associated NASA/GSFC organizational codes, for the Integrated Evaluation Team (IET).� The names provided are for informational purposes only and other than the Contracting Officer, Darlene Harkins, these individuals shall not be contacted regarding this acquisition.� The Government may change personnel associated with this acquisition at its discretion. All documents related to this procurement including this letter, the solicitation, attachments, exhibits, and any amendments will be attainable electronically from the World Wide Web through the Government-wide point of entry website at www.SAM.gov. Potential Offerors are requested to periodically monitor the websites for updates. NASA FAR Supplement (NFS) clause 1852.215-84, OMBUDSMAN, is applicable.� The Center Ombudsman for this acquisition can be found at http://prod.nais.nasa.gov/pub/pub_library/Omb.html. This RFP does not commit NASA/GSFC to pay any proposal preparation costs, nor does it obligate NASA/GSFC to procure or contract for these services.� This request shall not be construed as authorization to proceed with, or be paid for charges incurred by performing any of the work called for in this solicitation. Proposals submitted in response to this solicitation shall be due no later than Friday, September 24, 2021 at 3:00 pm, Eastern Standard Time. Proposals shall be submitted electronically via NASA�s Enterprise File Sharing and Sync Box (EFSS) in accordance with Provision L.10.� In accordance with NFS 1815.201(f), a �Blackout Notice� has been issued to NASA, National Oceanic and Atmospheric Administration (NOAA) and National Environmental Satellite, Data, and Information Service (NESDIS) personnel.� All inquiries/communications pertaining to this acquisition shall be directed only to the Contracting Officer listed below.
