- PRESOLICITATION NOTICE OF INTENT NON-COMPETITIVE INTRODUCTION PURSUANT TO FAR Subpart 5.2�Synopses of Proposed Contract Actions, THIS IS A PRE-SOLICITATION NOTICE OF A PROPOSED CONTRACT ACTION. �� THIS IS A PRE-SOLICITATION NON-COMPETITIVE NOTICE OF INTENT TO AWARD A CONTRACT OR PURCHASE ORDER WITHOUT PROVIDING FOR FULL OR OPEN COMPETITION (INCLUDING BRAND-NAME). � The National Institute on Drug Abuse (NIDA), NIDA Office of Acquisition � NCATS Section, on behalf of the National Center for Advancing Translational Sciences (NCATS), intends to negotiate and award a purchase order without providing for full and open competition (including brand-name) to: Palantir Technologies, Inc. 1555 Blake Street, Suite 250 Denver, CO 80202-1866 for continued support for the NCATS National COVID Cohort Collaborative (N3C) Data Enclave.� NORTH AMERICAN INDUSTRY CLASSIFICATION SYSTEM (NAICS) CODE The intended procurement is classified under NAICS code 511210 Software Publishers with a size standard of $41.5 million.� REGULATORY AUTHORITY The resulting contract will include all applicable provisions and clauses of the Federal acquisition Requlation (FAR) in effect through Federal Acquisition Circular (FAC) 2021-06 (7/12/2021). STATUTORY AUTHORITY� This acquisition is conducted as non-competitive under the authority of 41 U.S.C. 3304(a)(1) and FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements. � DESCRIPTION OF REQUIREMENT Purchase Description NCATS Secure Scientific Platforms Environment Support for the NCATS N3C Data Enclave (COVID-19) Purpose and Objectives The National Center for Advancing Translational Sciences (NCATS) intends to award a contract to Palantir Technologies, Inc. for follow-on support for the NCATS National COVID Cohort Collaborative (N3C) Data Enclave. The Enclave is mission-critical to the COVID-19 emergency response. The current contract expires on 9/27/2021. The National COVID-19 Cohort Collaborative (N3C) sponsors the NIH COVID-19 Data Enclave, https://covid.cd2h.org/, one of the largest data enclaves in the world supporting COVID-19 research. N3C is a partnership among the NCATS-supported Clinical and Translational Science Awards (CTSA) Program hubs, the National Center for Data to Health (CD2H), and the NIGMS-supported Institutional Development Award Networks for Clinical and Translational Research (IDeA-CTR), with overall stewardship by NCATS. The N3C Data Enclave is a secure platform storing harmonized clinical data provided by more than 60 contributing members. The Enclave hosts over 670 million clinical observations on over 6.8 million persons, including over 2.2 million COVID cases, amounting to more than 7.8 billion rows of data. To protect privacy, this data consists only of limited data sets, de-identified data sets, and synthetic data sets; there is no personally identifiable information kept in the Enclave. The Enclave resides in the NCATS Secure Scientific Platforms Environment. The Environment is a specialized cloud-based data aggregation and analytics enclave that can integrate, manage, secure, and analyze any kind of scientific data, and provide secure, controlled access to internal and external collaborators. Within the Environment, multiple NIH ICs, Federal agencies, and Federal task forces integrate, manage, secure, and analyze all types of scientific data using dedicated platforms, and, equally importantly, make that data available in specific and controlled collaborations with each other and with external collaborators. The Environment was piloted as an IDIQ in 2018, with award to Palantir Technologies, Inc. after full and open competition. The initial three task orders supported NCATS, the National Cancer Institute (NCI), and PEPFAR (the President�s Emergency Plan for AIDS Relief, a multi-agency international AIDS relief program). The N3C Data Enclave was stood up as an additional task order at the beginning of the COVID emergency (5/5/2020). The 2018 contract expired on 9/27/2020. A new contract was awarded on a sole-source basis on 9/28/2020 to Palantir Technologies. The contract has an ordering period of one year (through 9/27/2021) and an ordering ceiling of $36 million. Support for the Enclave was provided through two task orders under this IDIQ. A replacement contract to support all efforts must be in place by 9/28/2021. NCATS is splitting the requirement for a replacement contract into two acquisitions, one competitive and one non-competitive. The competitive acquisition, expected in FY2022, will support the requirements of NCATS, NCI, and PEPFAR and will be acquired separately from this Notice. The N3C Data Enclave is critical to the ongoing COVID-19 research efforts and cannot afford disruption in any form, and support will be acquired on a non-competitive basis as described in this Notice. Period of Performance This will be an indefinite delivery, indefinite quantity (IDIQ) award with an ordering limit of $59.5 million (maximum). The contract will have a two-year ordering period, 9/28/2021 � 9/27/2023. CLOSING STATEMENT This synopsis is not a request for competitive proposals. �However, all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. Responses to this notice must include sufficient information to establish the interested parties� bona-fide capabilities of providing the product or service. �The price quote shall include: unit price, list price, shipping and handling costs, delivery days after contract award, delivery terms, prompt payment discount terms, F.O.B. Point (Destination or Origin), product or catalog number(s); product description; and any other information or factors that may be considered in the award decision. �Such factors may include: past performance; special features required for effective program performance; trade-in considerations; probable life of the item selected as compared with that of a comparable item; warranty considerations; maintenance availability; and environmental and energy efficiency considerations.� Respondents that believe that they are manufacturers or authorized resellers of the brand-name product specified in this announcement must provide, as part of their response: (a) product, catalog, model, and/or part number(s); (b) product description; (c) all relevant information and documentation that the item(s) offered meets the salient physical, functional, or performance characteristics as specified in the purchase description; quantity; estimated price or cost; shipping, handling, and/or installation charges; and delivery date after receipt of order.� In addition the Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size must be included in the response. All offerors must have an active registration in the System for Award Management (SAM) www.sam.gov. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. �The information received will normally be considered solely for the purposes of determining whether to proceed on a non-competitive basis or to conduct a competitive procurement. ��
