PRESOLICITATION NOTICE OF INTENT NON-COMPETITIVE INTRODUCTION PURSUANT TO FAR Subpart 5.2�Synopses of Proposed Contract Actions, THIS IS A PRE-SOLICITATION NOTICE OF A PROPOSED CONTRACT ACTION. �� THIS IS A PRE-SOLICITATION NON-COMPETITIVE NOTICE OF INTENT TO AWARD A CONTRACT OR PURCHASE ORDER WITHOUT PROVIDING FOR FULL OR OPEN COMPETITION (INCLUDING BRAND-NAME). � The National Institute on Drug Abuse (NIDA), NIDA Office of Acquisition � NCATS Section, on behalf of the National Center for Advancing Translational Sciences (NCATS), intends to negotiate and award a purchase order without providing for full and open competition (including brand-name) to: Palantir Technologies, Inc. 1555 Blake Street, Suite 250 Denver, CO 80202-1866 for continued support for the NCATS Secure Scientific Platforms Environment.� NORTH AMERICAN INDUSTRY CLASSIFICATION SYSTEM (NAICS) CODE The intended procurement is classified under NAICS code 511210 Software Publishers with a size standard of $41.5 million.� REGULATORY AUTHORITY The resulting contract will include all applicable provisions and clauses of the Federal acquisition Requlation (FAR) in effect through Federal Acquisition Circular (FAC) 2021-06 (7/12/2021). STATUTORY AUTHORITY� This action is conducted as non-competitive under the authority of 41 U.S.C. 3304(a)(1) and FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements. � DESCRIPTION OF REQUIREMENT Purchase Description NCATS Secure Scientific Platforms Environment Support � modification to (1) raise the ordering limit and (2) extend the ordering period. Purpose and Objectives The National Center for Advancing Translational Sciences (NCATS) intends to modify contract no. 75N95020D00016 with Palantir Technologies, Inc. to provide continued support for the NCATS Secure Scientific Platform Environment (the �Environment�) in anticipation of recompetition of the contract during FY2022. This modification (1) extends the ordering period for 75N95020D00016 from one year to two years, and (2) raises the ordering limit from $36 million to $60 million. Extending the ordering period and increasing the ordering limit ceiling constitute contract actions without providing for full and open competition (see FAR 5.001 and Subpart 6.3) and require justification and approval in accordance with FAR Subpart 6.3 The Environment is a specialized cloud-based data aggregation and analytics enclave that can integrate, manage, secure, and analyze any kind of scientific data, and provide secure, controlled access to internal and external collaborators. Within the Environment, multiple NIH ICs, Federal agencies, and Federal task forces integrate, manage, secure, and analyze all types of scientific data using dedicated platforms, and, equally importantly, make that data available in specific and controlled collaborations with each other and with external collaborators. The Environment is considered to be a mission-critical data management and analysis environment. The Environment uses Palantir Technology' Inc.'s platform-as-a-service as the basic operating system for the Environment. The platform-as-a-service addresses the fundamental information security principles of confidentiality, integrity, and availability as described by the National Institute of Standards and Technology (NIST). Support for the Environment is provided via task orders to a contractor under a single-award IDIQ. The current contract has reached its ordering limit, and all task orders as well as the ordering period expire on 9/27/2021. Full recompetition is required, which will not be awarded until FY22. In order to ensure continued support for the Environment until the recompeted contract is awarded, the Government must issue additional task orders, which requires a higher ordering limit. While these task orders could be issued within the current ordering period, support requirements over the next 12 months may warrant additional task orders before award of the follow-on contract is complete, thereby justifying the extended ordering period.� Period of Performance This will modify the existing indefinite delivery, indefinite quantity (IDIQ) contract to (1) raise the ordering limit and (2) extend the ordering period. (1) The ordering limit will be raised from $36 million (maximum) to $60 million (maximum). (2) The ordering period will be extended by twelve months. The new ordering period will be 9/28/2020 through 9/27/2022. CLOSING STATEMENT This synopsis is not a request for competitive proposals. �However, all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. Responses to this notice must include sufficient information to establish the interested parties� bona-fide capabilities of providing the product or service. �The price quote shall include: unit price, list price, shipping and handling costs, delivery days after contract award, delivery terms, prompt payment discount terms, F.O.B. Point (Destination or Origin), product or catalog number(s); product description; and any other information or factors that may be considered in the award decision. �Such factors may include: past performance; special features required for effective program performance; trade-in considerations; probable life of the item selected as compared with that of a comparable item; warranty considerations; maintenance availability; and environmental and energy efficiency considerations.� Respondents that believe that they are manufacturers or authorized resellers of the brand-name product specified in this announcement must provide, as part of their response: (a) product, catalog, model, and/or part number(s); (b) product description; (c) all relevant information and documentation that the item(s) offered meets the salient physical, functional, or performance characteristics as specified in the purchase description; quantity; estimated price or cost; shipping, handling, and/or installation charges; and delivery date after receipt of order.� In addition the Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size must be included in the response. All offerors must have an active registration in the System for Award Management (SAM) www.sam.gov. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. �The information received will normally be considered solely for the purposes of determining whether to proceed on a non-competitive basis or to conduct a competitive procurement. ��
