This announcement constitutes the only solicitation; quotations are being requested, and a written solicitation document will not be issued. The Government reserves the right to make no award from this solicitation. This solicitation is a request for quotations (RFQ). The government anticipates awarding a firm-fixed price purchase order resulting from this solicitation. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2021-03. The associated North American Industrial Classification System (NAICS) code for this procurement is 811121, Automotive Body and Paint and Interior Repairs and Maintenance, with a small business size standard of $8.0 Million. This solicitation is FULL and OPEN. SDVOSBs Offerors must be verified in the Vendor Information Pages (VIP), https://www.vip.vetbiz.va.gov/, at the time of receipt of quotes and at the time of award. The Department of Veterans Affairs, Network Contracting Office 5, 50 Irving Street NW Washington DC, 20422 is soliciting quotations from vendors to provide Drivers Rehabilitation Van at the VISN05 facility listed below. Respondents to this solicitation must fully demonstrate their capability by supplying detailed quote information along with any other documents necessary to support the requirements below. All interested companies shall provide quotation(s) for the following: (See Attachment 1). STATEMENT OF WORK (SOW) DRIVER S REHABILITATION VAN Veterans Integrated Service Network - 05 (VISN05) GENERAL OBJECTIVES AND REQUIREMENTS Authority: Washington DC Veteran s Affair Medical Center Physical Medicine and Rehabilitation PURPOSE: Our physical medicine driver s rehabilitation program is seeking to purchase a driver s rehabilitation van that will expand the types of training that can be performed with a wider range of equipment. A van will allow wheelchair users to utilize and transport their wheelchairs in the vehicle without an exterior lift. This is especially important for wheelchair dependent Veterans as to help protect their primary means of mobility and to improve safety of transfers in and out of the vehicle. In addition, the van also provides more room inside of the vehicle for transfers to/from the driver or passenger seat. BACKGROUND: Driver s rehabilitation is a unique and important program to allow Veterans of all ability levels to be assessed for returning behind the wheel after a medical event that impedes their ability to drive. Currently, our VA Medical Center offers driver s rehabilitation with two occupational therapists who are certified in driver s rehabilitation training. For this program to work, the DCVA maintains a driver s rehabilitation simulator on site and one adapted sedan for on-the-road trainings. Driver s rehabilitation vehicles have unique specifications to accommodate adaptive equipment and to allow for wheelchair access and clearance. VAMC serves veterans and active duty members with various diagnoses including traumatic brain injury, stroke, spinal cord injury, amputation, cognitive impairment/ decline, and other neurological disorders SCOPE AND METHODOLOGY: SALIENT FEATURES: TASKS AND ASSOCIATED DELIVERABLES: The following specifications are required when searching for this adapted vehicle: Type of vehicle (not brand specific) Minivan or Conversion Van with lowered floor Quantity: 1 Make: Dodge, Chrysler, Toyota Model: Grand Caravan, Pacifica, Sienna Specifications/Modifications Power lock doors Power windows Remote keyless entry Power Drivers Seat Power Steering/Brakes Air Conditioning Tilt Steering Van conversion for wheelchair access including side power ramp/side-entry system Interchangeable instructor hand control kit Left foot pedal accelerator Pedal block MPD Turn signal extension Crossover Drop style Shift Lever extension Jimmy seat belt assist Steering knob Instructor mirrors: rear-view mirror eye-check mirror Instructor braking system Drivers rehab exterior magnetic signage Brake light indicator inside the vehicle NHTSA & FMVSS Compliance and Verification including FMVSS 403 & 404 Rollover Standards Power kneeling system Manual wheelchair locks down system Removable 6-way transfer seat in both driver and passenger locations 4-6 wheels; TBD by mobility dealer for optimal movement and line of sight QRT Slide n Click Turnbuckle bolts for securement REPORTING REQUIREMENTS: The van will be purchased by the service with all the requested modifications in place and ready to use for on-the-road training. A standard vehicle warranty will be included. All labor and services to modify a vehicle will be included in the overall service quote. The van will have the compliance and verification of these modifications completed. The vendor will provide an overview of the modifications and issue any user guides as needed to the therapy staff. As with our current driver s rehabilitation vehicle, the van will be added to the Washington DCVA Medical center vehicle fleet and managed by our fleet manager. It will be parked in the same location as the current driver s rehabilitation vehicle, in the parking garage at the DCVA Medical Center. Place of Performance: VISN05 Medical Center. Washington DC VA Medical Center 50 Irving Street NW Washington, DC , 20422 Hours of Operation: The Washington DC VAMC requires the contractor to deliver within 30 calendar days from the contract award to the VA medical facility warehouse above during normal business hours from 8:00AM to 3:30PM. (EST), Monday through Friday. Government Responsibilities: No Government Furnished Property (GFP) will be provided. The Government will provide access to areas and an escort when required by participating Medical Center policy. Evaluation of Quotes: The Government will select the quote that represents the best benefit to the Government at a price that can be determined reasonable. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government. FAR 52.212- Evaluation Commercial: Salient Features, Price. Salient Features specified in SOW are more important than Price . Specific quote requirements are detailed in attached FAR 52.212-1 Instructions to Offerors Commercial Items . Following receipt of quotes, the Government will perform an evaluation using a comparative evaluation of the services quoted in accordance with FAR 13.106-2(b)(3). The Government will compare quotes to one another to select the quote that best benefits the Government by fulfilling the requirement. Contractors may submit more than one quote; however, contractors are strongly encouraged to submit their best technical solutions and prices in response to this request for quote. Once the Government determines there is/are a contractor(s) that can provide a product that meet(s) the requirements of this request for quote, the Government reserves the right to communicate with only those contractors quoting the best-suited service to address any remaining issues. G. Clauses and Provisions: The clauses and provisions for this solicitation are found in Attachment 4: Solicitation Clauses and Provisions. The Clauses and Provisions provide additional information regarding the requirements for quote submission and evaluation.
