- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation 36C24721Q1230 is issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2021-07. Simplified Acquisition Procedures IAW FAR 13 will be used. The Government contemplates an award of a Firm Fixed Priced contract resulting from this solicitation. This solicitation is set-aside 100% for Service-Disabled Veteran-Owned Small Businesses (SDVOSB). The North American Industry Classification System (NAICS) code is 334516 Analytical Laboratory Instrument Manufacturing, size standard of 1,000 employees. Equipment Description: The Atlanta VA Medical Center requires three (3) new brand-name Epredia SlideMate Pro Slide Printers (A83900015). Salient Characteristics Compatible with Epredia PrintMate AS Cassette Printer Compatible with Fisher Brand Superfrost Plus Microscope Slides (25mm x 75mm x 1 mm) Small footprint (332 x 160 x 408 mm -DxWxH), allowing the printer to easily fit next to the microtome Prints directly on the slide using dry print media (thermal transfer ribbon) Dual-hopper capability to allow quicker and easier printing of slides with ability to alternate between two slides. Barcode reader built into printer Print resolution of 300 dots per inch (DPI) Must include owner s operating manual and service data manual for each piece of equipment Minimum One-year warranty Delivery: Delivery shall be within thirty (30) days from the time of award and shall be delivered to the Atlanta VA Medical Center, 1670 Clairmont Road, Decatur, GA 30033. FOB Destination. This acquisition incorporates one or more clauses by reference, with the same force and effect as if they were given in full text. A list of applicable clauses and provisions are provided in ATTACHMENT A - CLAUSES. All quotes must be submitted on a single document with the vendor s letterhead; must include point of contact information (name, title, telephone number, and email address); shall not exceed five pages and must be valid for a minimum of 60 days. Additionally, the offer must specifically identify the product brand, stock/part number, and description. The Vendor must be registered in the Vendor Information Pages (VIP) as an SDVOSB for the applicable NAICS at the time of submittal and must be an Original Equipment Manufacturer (OEM) authorized dealer, authorized distributor, or authorized reseller for the proposed equipment. The provision at 52.212-2: Evaluation-Commercial Items, applies to this acquisition. Basis for Award. The Government will make an award to the responsible offeror whose quotation conforming to the solicitation will be most advantageous to the Government, price and technical factors considered (lowest priced technically acceptable). Evaluation Approach. Technical: The quotation will be evaluated to the extent to which it can meets the Government s requirements as outlined in the requirement description and salient characteristics. Offers that do not meet the technical requirements will be rated as not technically acceptable and excluded from further award consideration. Price: The Government will evaluate the price by adding the total of all line item prices. The Total Evaluated Price will be that sum. The provision at 52.212-3: Offeror Representations and Certifications-Commercial Items, apply to this acquisition. A completed copy of this provision shall be submitted with the offer unless offeror has an active registration in the System for Award Management, which must be noted in the quote. The clauses at 52.212-4, Contract Terms and Conditions Commercial Items (Oct 2018), and FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders (Jul 2021) apply to this acquisition. Questions pertaining to this notice will not be accepted via telephone. Response to any questions will be posted as an amendment within 24 hours of the Question Period closing.
