- This is a SOURCES SOUGHT ANNOUNCEMENT ONLY. �It is neither a solicitation announcement nor a request for quote / proposal and it does not obligate the Government to award a contract. �The purpose of this sources sought announcement is for MARKET RESEARCH ONLY to make the appropriate acquisition decisions and to gain knowledge of potential qualified sources and their Small Business Administration (SBA) size classification in relation to North American Industry Classification System (NAICS) 561720 � Janitorial Services. The General Services Administration (GSA) Public Buildings Service (PBS) Region 9 is seeking a certified 8(a) small business concern that is currently active in the Small Business Administration (SBA) 8(a) Business Development (BD) Program to provide custodial and grounds services for the James C. Corman Federal Building located at 6230 Van Nuys Blvd, Van Nuys, CA 91401.� � Contractor must furnish all personnel, labor, equipment, materials, tools, supplies, supervision, management, training/certifications, and services, except as may be expressly set forth as Government furnished, and otherwise accomplish all actions necessary to or incident to, perform and provide the work efforts described in the scope of work to include, but not limited to the following tasks: Ensure their employees are properly trained, licensed and/or certified to operate necessary building systems or equipment for which licensed and/or certified personnel are required by Federal, State, or local laws. Be responsible to make the management and operational decisions to meet the quality performance standards required under this contract. Use innovation, technology and other means and methods to develop and perform the most efficient cleaning and grounds services for the building. Implement an effective service call system that results in prompt, professional, and courteous resolution of tenant concerns. Reduce the environmental impacts of work performed under this contract by using, to the maximum extent, environmentally sound practices, processes, and products. Provide training/certifications for their employees that stress stewardship in cleaning practices i.e., the use, disposal and recycling of cleaning chemicals, and dispensing equipment and packaging.� Current information on stewardship, training, educational materials and other issues can be found at the American Standard Test Method�s (ASTM) website and the current edition of the ASTM E1971-19 - Standard Guide for Stewardship for the Cleaning of Commercial and Institutional Buildings.� Information on these items is also available on the following websites: ASTM � www.astm.org and International Sanitary Supply Association�s (ISSA) - www.issa.com. The contractor must have experience with two (2) or more projects within the last 3 years of providing both custodial and grounds services in a commercial building that is a minimum of 150,000 gross square foot (GSF) or more and exterior grounds area of a minimum of 1 acre or more. Please see attached the attached draft performance based work statement (PBWS) for pertinent information that details the Government�s needs. The following considerations for a possible future award apply: Type of Contract:� Firm-Fixed Price (FFP) Contract Length:� Base Year plus four (4) one-year option periods for a total of five (5) years.� Contract award is tentatively slated for June 2022. All interested 8(a) business concerns who have the experience and are capable of providing custodial and grounds services must provide a written response via email to Tue Tran, Contracting Officer at tue.tran@gsa.gov.� The written response must include the following: Capability Statement not to exceed five (5) pages to include the company�s experience, and past performance history related to the custodial and grounds services referenced in this sources sought notice.� Include current and/or past contracts that are similar to size and scope of this requirement.� If current and past contracts are with the Federal Government, please include contract number and point of contact of your Contracting Officer.
