Description
This is a combined Sources Sought / Presolicitation Notice issued in accordance with Federal Acquisition Regulation (FAR) 5.101. This notice is for information and planning purposes only and is not to be construed as a commitment by the Government, implied or otherwise to issue a solicitation or ultimately award a contract. An award will not be made on offers received in response to this notice. The purpose of this notice is to publicize a contracting opportunity and determine availability of qualified Small Businesses, 8(a), Service-Disabled Veteran Owned Small Businesses, Women Owned Small Businesses, or HUBZone Small Business firms capable of performing construction services to renovate the existing elevator system in the James A. McClure Federal Building in Boise, Idaho. Responses to this notice will be used for informational and planning purposes only and shall not be construed as a solicitation or as an obligation or commitment by the Government. This notice is intended strictly for market research. SYNOPSIS: The United States General Services Administration (GSA) requires construction services to modernize the elevator system at the James A. McClure federal building in Boise, Idaho. The existing elevator system is 26-27 years old and has 3 passenger and 1 service elevator. The elevators have reached the end of their useful life span and the availability of replacement parts are a concern. �The contractor will be responsible for the removal of existing elevator equipment and installation of new equipment for 3 geared traction passenger elevators and 1 geared traction passenger/service elevator. The elevators are arranged in one group.� Many items were identified as requiring upgrades in order to comply with the current ASME A17.1 Elevator Safety Code. There have been several studies of various elevators within this facility. The most current and comprehensive study was performed by Lerch Bates for existing conditions of the elevator system. GSA will provide the study and a detailed specification document that will be the basis for the work performed on this project when the solicitation package is published.� The construction scope includes (but is not limited to), electrical, fire/life/safety, telecom, ceiling components, sound attenuation, sound masking, lighting, and structural improvements. Also included is demolition and disposal of existing cab push buttons, hall lanterns, hall stations & position indicators; demolition and disposal of elevator motors, hoist machine, elevator controllers & associated components; new AC induction Gearless Traction Type motor w/brake, drive sheave & deflector sheave; new solid state/microprocessor elevator controllers; new door gibs w/fire tabs at all floors; new car interior cab finishes; new LED lighting in cars; fire sprinkler removal in the elevator shafts and mechanical room; fire Alarm reprogramming; new disconnects at each elevator controller unit; provisions for ""Active Shooter"" elevator control to the US Marshalls (USMS) control room; elevator re-work/modernization including new controls, lifting machines, car upgrades, rail upgrades, etc.; on-site storage for new elevator equipment, emergency cab lighting; communication cable upgrade to each cab; and testing/commissioning at the completion of each elevator modernization. There is no anticipated asbestos or lead abatement. The James A. McClure Federal building is an active courthouse. The contractor will be required to perform all work during normal business hours of 7:00 AM to 5:00 PM Monday thru Friday, excluding weekend and federal holidays. Certain �noisy� work (such as hanging of cabs) cannot be performed while court is in session. This type of work will require active collaboration with building management and agencies. Work that is desired to be performed on the weekend or federal holidays will be required to be requested in advance and in writing by the contractor. The James A. McClure federal building is in Boise, Idaho. It is an urban-unique building that flanks a historic residential neighborhood. It is a nine-floor building that contains a mechanical penthouse, with seven stories above grade and a basement below grade. The building structure includes a framework of steel girders coated with asbestos fireproofing. The exterior facade consists of precast concrete and glass, with a rubber membrane design. The building is listed on the National Register for Historic Places and the granite elevator lobby is a preservation zone 1, meaning of the highest significance.� All work must comply with the Secretary of Interior's Guidelines for the Treatment of Historic Properties. � The applicable North American Industry Classification System (NAICS) Code for this project is 238290 Other Building Equipment Contractors; the small business size standard for this NAICS Code is $16.5 million U.S. dollars. Contractors shall be actively registered in the System for Award Management (SAM) as a small business for this solicitation's NAICS code at time of receipt of proposal. Contractors are required to have a unique entity identifier number and an active registration in SAM (www.sam.gov) in order to conduct business with the Federal Government. In accordance with FAR Subpart 36.204, the magnitude of this requirement in terms of physical characteristics and estimated price range is between $1,000,000.00 and $5,000,000.00. Time for proposed contract completion is approximately 423 calendar days after Notice of Award. This potential acquisition is being considered as set-aside for small business concerns.� The responses to this sources sought notice will help determine the exact type of small business set-aside that will be utilized for this procurement (i.e, Total Small Business, WOSB, Veteran-owned, etc.). Basis of award is expected to be a best value / tradeoff selection process considering both price and non-price factors. Any amendments issued to the solicitation will be posted solely on this website. Responses are expected to be due approximately 30 days following the date of the posting of the solicitation. A formal site visit will be organized to occur approximately 14 days following the date of the posting of the solicitation announcement. Location: James A. Statement of capability to bond for a project in the $1,000,000 and $5,000,000 range. Interested parties providing the above referenced material are requested to limit the size of their submission to no more than 10Mb in data size due to electronic submission data limits. CLOSING RESPONSE DATE: Information regarding this notice must be emailed to michael.neer@gsa.gov. Receipt of potential offeror�s capabilities package is requested no later than 3:00 pm Pacific Time, September 10, 2021. Each response will be reviewed by the Contracting Office for the purpose of determining whether there exists a reasonable expectation of obtaining a sufficient number of offers from qualified and responsible small business concerns. All information furnished to the Government in response to this notice will be used for review purposes only.
