- Description
- The U.S. Army Corps of Engineers, Philadelphia District, intends to award a firm fixed contract that consists of Maintenance Dredging of the Delaware channel. This project may include Options. Contractor will conduct pre- and post-placement condition surveys for each section. The contractor will be required to request surveys three working days advanced notice of the requested after dredging survey for acceptance. The Government will have three to five days to review results of acceptance/clearance survey. Survey control data sheets will be provided by Survey Branch. Potential work assignments are as follows: Base Bid Bellevue 4 --------- 5.4cy (47' MLLW), 4.4cy (48' MLLW), Total 9.8cy; Marcus Hook 12 -- 0.7cy (47' MLLW), 0.6cy (48' MLLW), Total 1.3cy; Marcus Hook 33 -- 0.8 (47' MLLW), 1.5cy (48' MLLW), Total 2.3cy; Marcus Hook 38 -- 1.2cy (47' MLLW), 1.4cy (48' MLLW), Total 2.6cy; Option 1 Marcus Hook 39 -- 164cy (47'MLLW), 54cy (48' MLLW), Total 218cy; Option 1 Option 2 Billingsport Range Volume of Material to Project Depth (45 MLLW)...............6,240 cy Volume of Material to Allowable Overdepth (46 MLLW)...4,220 cy Total Volume.......................................................................10,460 cy. A. �There are seven (7) specific areas that need to dredge to a depth of 47ft MLLW.� They are located in Bellevue, Marcus Hook, Billingsport (Option 2) Ranges and consist of rock.� It is recommended that four (4) of the areas be included in the Base Bid where a mechanical dredge can be used with other floating plant operations if necessary. �Disposal is proposed for open water placement (for rock only) at the Delaware River Artificial Reef locations.� These four (4) locations are known as Bellevue 4, Marcus Hook 12, Marcus Hook 33 and Marcus Hook 38, see attached object log table. �Each of these rock objects are surrounded by an 47ft MLLW contour.� The estimated area of the 47ft contour surrounding the object varies in size from approximately 500 square feet or smaller.� Each area shall be bid out as a separate standalone lump sum bid item.� The dredging operation for an individual area will be accepted when entire area surround by the 47ft MLLW contour is dredged to 47ft MLLW. B.� There shall be separate Option for Marcus Hook 39, Option 1.� This rock object approaches 40ft MLLW and is surrounded by an 47ft MLLW contour located on the green side edge of the channel.� The contract period of performance shall be extended 20 days for this option.� The estimated area of the 47ft contour surrounding the object is approximately 1000 square feet.� Disposal is proposed for open water placement (for rock only) at the Delaware River Artificial Reef locations.� This option should be bid out as a lump sum bid item.� The dredging operation for this area will be accepted when entire area surround by the 47ft MLLW contour is dredged to 47ft MLLW. C.� There shall be an Option for Billings port Range widener, Option 2.� There are several large mounds, located on either side of Station 78+000 on the green outside quarter of the channel consisting of the mostly rock and have depths approaching 40ft MLLW.� The contract period of performance shall be extended 30 days for this option.� There is also a larger area on the order of approximately 4 to 5 acres surrounding the minimum depth mounds approaching 40ft MLLW.� This entire area shall be dredged to a required depth of 45+1MLLW.� The Billingsport Range dredge area consist of a mixture of material (rock, sand, mud, etc.).� Where material is not suitable for open water reef locations (rock only), the material can be offloaded at the US Army Corps� Ft. Mifflin North Dock or another site at Ft. Mifflin site suitable for safe transfer to upland placement in Confined Material Placement Site known as Cell A. This option should be bid out as a lump sum bid item.� D.� There shall be an Option for Obstruction Removal (Option 3).� These obstructions could be rocks, old buoy anchors, etc.� This option shall have a line item for Mechanical Dredge with Operating Personnel and Attendant Plant for 20 Days, a line item for Obstruction Disposal of 10 units, and a line item for Diving Services for 5 units.� The obstructions proposed for removal are on the attached object log table.� The object log has detailed locations and dimensions above grade.� The unit of measure/payment will be daily rate for required floating plant (mechanical dredge and barges), which could be offloaded at Ft. Mifflin Docks. E.� There shall be an Option for Beam Leveling, Option 4.� This should be worded similar to the Option for Obstruction Removal.� This option shall have a line item for Floating Plant which is capable of removing ridges in channel which are above project depth of 45ft MLLW.� The line item shall include Floating Plant with Operating Personnel for 20 Days. �The unit of measure/payment will be daily rate for required floating plant (Tug Boat, I-Beam, etc.).� Ft. Mifflin Docks can be used for logistical purposes if needed. F.� Option 5, Reedy/Baker Ranges, shall be another unit price and add 30 days to the contract period of performance if awarded. �The maintenance dredging shall be performed as contour dredging. �All dredging will be performed to the specified required depth of 45ft MLLW plus 1' allowable overdepth. The contract will provide for dredging up to 25' outside the channel edge in the Delaware River.�� G. Option 6, Liston Range, shall be another unit price and add 45 days to the contract period of performance if awarded.� The maintenance dredging shall be performed as contour dredging. �All dredging will be performed to the specified required project depth of 45ft MLLW plus 1' allowable overdepth. The contract will provide for dredging up to 25' outside the channel edge in the Delaware River.�� . 3. The 24-Hour production rates for the maintenance dredging in the Delaware River, specifically for Option 5 and Option 6 shall be as shown below: �RANGE/RIVER������������������������� RATE(C.Y.) This forty-foot length of pipe shall be sufficiently and safely supported along the entire length of the pipe by timber cribbing, a compacted earthen embankment, or other means approved by the Contracting Officer�s Representative. The following disposal areas will be available for this contract: Reedy Point South Artificial Island� 5.� The Water Quality Certificate is issued through the Nationwide Permit 16 (2017) by the State of Delaware.�� Delaware has generically issued WQC and CZM for this nationwide permit.� This applies to all federal projects and O&M dredging in waters of Delaware and is valid for 5yrs.� 6. The contractor will be assessed liquidated damages for each of delay. The daily rate will be determined at a later date. 7. The Corps will perform after dredge surveys for each section acceptance.� The contractor will be required to request surveys three working days advanced notice of the requested after dredging survey for acceptance.� The Government will have three to five days to review results of acceptance/clearance survey.� Survey control data sheets will be provided by Survey Branch. 8.� Estimated cost range of the project is $10,000,000 to $25,000,000.� Contract period of performance shall be 60 days for the base bid and total of 185 days if options�are awarded. The Notice to Proceed for this project is scheduled to be issued on 21 October 2021. The NAICS Code for this project is 237990 Other Heavy and Civil Engineering Construction and the small business size standard is $30 Million. [NOTE: Dredging � To be considered small for purposes of Government procurement, a firm must perform at least 40 percent of the volume dredged with its own equipment or equipment owned by another small dredging concern.]
