- SPECIAL NOTICE: 36C24921Q0571 Description: NOTICE OF INTENT TO AWARD A SOLE SOURCE The Department of Veterans Affairs (VA), Network Contracting Office (NCO) 9, intends to issue a Firm Fixed Priced contract under the authority of FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements, on or about September 8, 2021 to Cliniccomp International. The period of performance will be for sixty calendar days after issuance of the notice to proceed. This requirement includes the purchase of UDAS Hardware and Software for Bedside Data Acquisition System Intelligent standalone data acquisition subsystem acquires data from any supported device. The UDAS device runs on a proprietary platform manufactured by CliniComp to provide an interface to the bedside instruments, such as physiologic monitors, ventilators, etc. The major hardware elements of the typical CliniComp, Intl. ( CliniComp ) Essentris® system are the Universal Data Acquisition System (UDAS) and the redundant CliniComp Essentris central servers. CliniComp Essentris runs on two or more redundant central computer systems. The Essentris redundant central computer server architecture is designed so that no single point of failure will prevent its operation or prevent access to patient data. This strategy also supports planned updates, upgrades, and maintenance without planned downtime. The purchase is for expansion of an existing system. CliniComp Essentris uses Site local area networks (LANs) supported by the Site to provide connectivity between the workstations and servers. The UDAS device runs on a proprietary platform manufactured and distributed by CliniComp to provide an interface to the bedside instruments. No other vendor is authorized to sell these products. The government intends to solicit and negotiate with only one source under the authority of FAR Part 6.302. This notice of intent is not a request for competitive quotes; however, interested parties may identify their skill and ability by sending capability statements in reference to this requirement no later than September 7, 2021 8:00AM to Elishia.lannom.@VA.gov Interested firms must indicate whether they are large, small, small-disadvantaged, 8(a) or woman owned business and whether they are U.S. or foreign owned. Respondents who submit proprietary data shall clearly mark the data with appropriate markings. The Government will not pay for any information submitted as a result of this notice. This notice shall not be construed as an obligation on the part of the Government to acquire any products or services. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The rationale basis for the sole source acquisition is that Clinicomp International is the only responsible source that can provide the software and support of the original equipment manufacturer (OEM) parts for the existing Clinicomp International systems. This acquisition is anticipated to take place on or about September 8, 2021. The period of performance will be for 60 days from contract award. The letter from the manufacture shall state that the contractor is an Original Equipment Manufacturer (OEM) authorized dealer, authorized distributor or authorized reseller for the proposed equipment/system such that OEM warranty and service are provided and maintained by the OEM. All software licensing, warranty and service associated with the equipment/system shall be in accordance with the OEM terms and conditions. The maintenance shall be provided by original equipment manufacturer (OEM)-certified technicians and shall use only OEM-approved replacement parts and proprietary software. All capability statements received by the closing date of this synopsis will be considered by the government. A determination by the government not to compete based on responses to this notice is solely within the discretion of the government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
