This is a Combined Synopsis/Solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. SOLICITATION #: W912BU21Q0019 � Water Heater for Dredge McFarland This combined synopsis/solicitation is issued as a Request for Quote.� A Firm Fixed Price type contract will be awarded. The solicitation and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2021- 17973 effective 23 August 2021. This combined synopsis/solicitation is being issued as a 100% Small Business Set Aside. NAICS:�333318 **Contractors are instructed to price the CLIN** ������ CLIN 0001 � Provide marine environment suitable water heater to Scope of Work ������ SCOPE OF WORK: ����������� It is the intent of these specifications to procure a new shipboard electric water heater for use on Dredge McFARLAND.� This new water heater will replace the forward unit that is now in service in the Pump Room of the vessel. �This shipboard electric water heater shall be fully suitable for use in a Marine environment. C-2�Specifications �The following minimum requirements shall be incorporated into the make and model shipboard electric water heater to be considered for procurement: * All welded carbon steel construction. * Meets ASME Code Section IV requirements. * Meets ABS Type Approval. * UL Listing Mark certifying the entire water heater. * Stamped, Certified and Registered with National Board of Boiler and Pressure Vessel Inspectors. * 200 Gallon Capacity (minimum). * 210�F Maximum Temperature. * 20 KW, 24 Amps, 480V AC, 60 Hz, 3 Phase. * Minimum 80 Gallons Per Hour at 100�F Temperature Rise. * 6� ANSI Raised Face Flange, 150 # Rating, for Heating Element. * Single Point Electrical Connection. * Storage Tank Not-To-Exceed Overall Dimensions � 36� Diameter x 87.5� High. Dimension include supports and lifting lug. * Hydrastone protective lining, 5/8� thick minimum. * Maximum Working Pressure � 100psi. * Drain valve � Bronze or Stainless Steel. * Temperature and Pressure Relief Valve. * Temperature and Pressure Gauge. * 2� Cold Water Inlet. * 2� Hot Water Outlet. * Blanket Insulation � Two-part foam insulation to be 3� thick minimum. * Protective Outer Jacket, Composite material that will not rust or corrode. * 12� x 16� (minimum) Manway. * Bolt-On Bulkhead Mounting Supports. * Four Angle Legs complete with Base Pads. * Lifting Lug. * 5-Year Tank Warranty. * 1-Year Electrical Component Warranty. * Adjustable Temperature Safety Device with Manual Reset. * NEMA 1 Enclosure for all electrical operating controls. * Built-In Non-Fused On/Off Disconnect Switch. * Low Water Cut-Out Device. * Adjustable Thermostat * Power Distribution Block for Single Point Electrical Connection. * Operating Manual in Print and Electronic Form.� One copy of the manual shall be included inside of the crate. �The shipboard electric water heater shall be hydrostatically tested to 150 psi at the contractor�s facility prior to shipment. � �The shipboard electric water heater is to be packaged ready for plumbing and electric service connections and shall bear the UL listing mark certifying the entire water heater. �The shipboard electric water heater shall carry the American Bureau of Shipping (ABS) Product Type Approval, conform to United States Coast Guard regulation 46 CFR 53.01-10 and meet ASME Code Section IV. Documentation showing this approval shall be submitted with the contractor�s bid. �Any respondent to this solicitation must meet all the aforementioned technical specifications in order to be considered. C-3 �Drawing Requirements �The contractor shall provide a drawing of the finished shipboard electric water heater within 14 calendar days after date of award.� This drawing shall include, at a minimum, all critical dimensions, location of all fittings and an itemized list of parts complete with description. � C-4 �Packaging and Storage Requirements �The new shipboard electric water heater shall be crated and shipped vertically.� Sufficient internal bracing shall be included to prevent movement in transit.� The contractor shall include desiccant in the electrical panel and heating element and shall shrink wrap the entire shipboard electric water heater for long-term storage prior to crating.� �The contractor shall annotate which side shall be used to open and inspect the water heater.� This side shall be secured to the rest of the crate with stainless-steel lag bolts. �The crate shall be clearly marked on all four vertical sides with the following information. �Dredge McFARLAND �Shipboard Electrical Water Heater �Contractor Name �Contract/Purchase Order No. W912BUXXXXXXX �Weight XXXX Lbs. � �The contract number and weight shall be inserted by the contractor. ����������� Markings to be painted/stenciled in 1� high lettering in black fade- and weather-resistant paint. C-5�Date of Delivery �The new shipboard water heater shall be delivered to the destination within 90 days of the date of award.��������� � C-6�Place of Delivery �Shipment shall be made to the following address, and the cost of shipment shall be included herein. �U.S. Army Corps of Engineers �Fort Mifflin Distribution Center �6400 Hog Island Road �Philadelphia, PA 19153� �P.O.C.:� Mr. Richard J. Burns, Superintendent ��� richard.j.burns@usace.army.mil ��� 215.365.5095 ���� NOTE � The Government will provide off-loading services upon receipt of the water heater at FMDC, between 0730 and 1430 Monday through Friday, excluding any Federal holidays.� The contractor is required to provide 48 hours advance notice of delivery to both the aforementioned POC and the technical POC. FAR 52.212-1 � Instructions to Offerors Provision Addenda:� All quotes shall include the following minimum information:� Cage Code, Duns Number, Taxpayer I.D. No., Payment Terms, and/or Discount Terms, Offerors Reps and Certs, Point of Contact, Phone, Fax, Email and Proposed Delivery Schedule.� IAW FAR 52.204-7, prospective vendors must be registered in the SAM database prior to contract award.� Lack of SAM registration shall be a determining factor for contract award. Prospective vendors should visit the SAM website at https://www.sam.gov This solicitation is issued as a request for quote using FAR Parts 12 Commercial Items and 13 Simplified Acquisition Procedures. Firms interested in this opportunity should submit a quote with the following information: Delivery Date, unit prices for each CLIN, total price,. Contractors are instructed to price each CLIN individually. All quotes received will be evaluated for conformity with the solicitation. A quote is acceptable if it conforms to all material requirements of the RFQ; otherwise it will be considered non-responsive. Only acceptable quotes will be evaluated. Suppliers should annotate within their quote specifications relating to the items quoted. Insufficient information may lead to a quote being considered non-responsive. FAR 52.212-2 � Evaluation � Commercial Items: All quotes received will be evaluated for conformity with the solicitation. A quote is acceptable if it conforms to all material requirements of the RFQ; otherwise it's considered non-responsive. Only acceptable quotes will be evaluated. The following are the evaluation criteria: 1. PRICE a. Quoted total cost for the rings. (CLIN 002 AND CLIN 0002)The Contract Specialist shall review the quote. Price will be evaluated for fairness and reasonableness. 2. TECHNICAL CAPABILITY a. For Technical Capability Evaluations, contractors shall demonstrate a clear understanding of the requirements presented in this specification. **Failure to provide this information will result in your quote being deemed �Non- Responsive�** The Government will evaluate the Technical Quotation using the following adjectival rating. Adjectival Description Acceptable: Meets all the minimum requirements of the criteria; has an average probability of success; no significant weaknesses and any deficiencies can be readily corrected. Unacceptable: Fails to meet any of the minimum requirements of the criteria; quotation needs major revisions; very low probability of success. 3. PAST PERFORMANCE: Price and Past Performance will be evaluated in accordance with in DFARS 213.106- 2(b)(i)(B)&(C). Past Performance history shall be evaluated for each supplier�s past performance history in SPRS for the FSC and PSC of the supplies being purchased. Award will be made to the supplier whose quote represents the best values to the Government quoting the lowest price and that has anything other than an �Unsatisfactory� rating in CPARS. FAR 52.212-3 � Offeror Representations and Certifications � Commercial Items:� An offeror shall complete only paragraph (b) of this provision if the offeror has completed the annual representations and certifications electronically at http://orca.bpn.gov.� If an offeror has not completed the annual representations and certifications electronically at the ORCA website, the offeror shall complete only paragraphs (c) through (m) of this provision and must submit these paragraphs with their quote.
