SPECIAL NOTICE: 36C24921Q0571 Description: NOTICE OF INTENT TO AWARD A SOLE SOURCE The Department of Veterans Affairs (VA), Network Contracting Office (NCO) 9, intends to issue a Firm Fixed Priced contract under the authority of FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements, on or about September 8, 2021 to Caliber Imaging & Diagnostics, Inc. The period of performance will be for sixty calendar days after issuance of the notice to proceed. This requirement includes the purchase of Vivascopes for noninvasive microscopic skin imaging procedures. The Vivascope 1500 system is the only noninvasive microscopic skin imaging system that is FDA-approved, meets the CMS standards for patient care, and enables video-rate imaging and mosaicking of images to visualize larger areas of the tissue. The Vivascope 1500 is a confocal microscope. The primary functions of a confocal microscopes are to produce a point source of light and reject out-of-focus light, which provides the ability to image deep into tissues with high resolution, and optical sectioning for 3D reconstructions of imaged samples. There are no other vendors currently on the United States market that sell an FDA-approved device for noninvasive microscopic imaging of the skin that enable video-rate imaging capability and also mosaicking of images to visualize larger areas of the tissue. (for use With Gen4 Vivascope 1500) 4 EA 04599 1 YEAR EXTENSION OF STANDARD WARRANTY, subject to standard terms and conditions 2 EA t/I TWO DAY ONSIDE TRAINING AND INSTALLATION 1 EA No other vendor is authorized to sell these products in the United States. The government intends to solicit and negotiate with only one source under the authority of FAR Part 6.302. This notice of intent is not a request for competitive quotes; however, interested parties may identify their skill and ability by sending capability statements in reference to this requirement no later than September 7, 2021 8:00AM to Elishia.lannom.@VA.gov Interested firms must indicate whether they are large, small, small-disadvantaged, 8(a) or woman owned business and whether they are U.S. or foreign owned. Respondents who submit proprietary data shall clearly mark the data with appropriate markings. The Government will not pay for any information submitted as a result of this notice. This notice shall not be construed as an obligation on the part of the Government to acquire any products or services. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government. The rationale basis for the sole source acquisition is that Caliber Imaging & Diagnostics, Inc. is the only responsible source that can provide the vivascopes and support the original equipment manufacturer (OEM) parts for the existing Clinicomp International systems. This acquisition is anticipated to take place on or about September 8, 2021. The period of performance will be for 60 days from contract award. The letter from the manufacture shall state that the contractor is an Original Equipment Manufacturer (OEM) authorized dealer, authorized distributor or authorized reseller for the proposed equipment/system such that OEM warranty and service are provided and maintained by the OEM. All software licensing, warranty and service associated with the equipment/system shall be in accordance with the OEM terms and conditions. The maintenance shall be provided by original equipment manufacturer (OEM)-certified technicians and shall use only OEM-approved replacement parts. All capability statements received by the closing date of this synopsis will be considered by the government. A determination by the government not to compete based on responses to this notice is solely within the discretion of the government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Capability statements shall be submitted by email only as a MS Word or Adobe PDF attachment to Elishia Lannom at elishia.lannom@va.gov.
