Description
The U.S. Army Corps of Engineers, Japan District (POJ) is providing a PRESOLICITATION notice pursuant to FAR 36.213-2.� This is not a solicitation. PROJECT INFORMATION Project Title: FY22 Whole House Revitalization Ikego Townhouses Phase 3, Japan. Project Location: Yokosuka, Ikego Detachment, Japan Project FSC: Y1FA � Construction of Family Housing Facilities Project NAICS: 236118 � Residential Remodelers Project Magnitude: Between �2,500,000,000 and �10,000,000,000 ($25,000,000 and $100,000,000) (DFARS 236.204) Project Description: Design Build. This project will provide house revitalization for Area Group A, fifty-eight (58) townhouse family housing units of ten (10) buildings, and Area Group C, fifty-two (52) townhouse family housing units of nine (9) buildings at CFAY Ikego Detachment, for a total of 102, 3- & 4-bedroom units. SOLICITATION INFORMATION: Procurement Method: The Government will issue a Request for Proposal (RFP) Solicitation utilizing the Two Phase Design-Build Selection Procedures, outlined in FAR Subpart 36.3 and the Tradeoff Process, outlined in FAR 15.101-1. � The Governments anticipates issuing the solicitation no later mid-September 2021.� The solicitation when issued, will identify the proposal submission instructions for Phase 1.� All solicitation documents, drawings, and specifications will be posted on SAM.Gov when issued.� It is the responsibility of interested vendors to monitor SAM.Gov for issuance of the solicitation and/or amendments.� The Government intends to award a firm-fixed-price construction contract as a result of the RFP.� �� PRE-PROPOSAL CONFERENCE (PHASE 1) A telephonic pre-proposal conference for PHASE 1 is tentatively scheduled for: Monday, 27 September 2021 (JST) Companies that wish to attend shall send an email notification no later than 23 September 2021 Japan Standard Time to the POCs identified below with the company name, participant name(s) and POC email address.� Upon receipt of the notification, a call-in number will be sent to the company POC no later than Friday, 24 September 2021.� Point of Contacts: Contract Specialist: Norman.Roldan.civ@usace.army.mil Contracting Officer: Jennifer.H.Knutson.civ@usace.army.mil Phase 1 Preproposal Conference will discuss Phase 1 solicitation requirements and general Design-Build process information.� Offerors are strongly urged to attend the pre-proposal conference.� The purpose of this conference is to promote uniform interpretation of the solicitation documents and can include discussions of any problems with interpretations of the solicitation documents identified by potential offerors.� In no event will a failure to attend the pre-proposal conference constitute grounds for a claim after award of the contract.� If there is any conflict between the information presented at the conference, the terms and conditions of the solicitation govern. ****************************************************************************** SYSTEM FOR AWARD MANAGEMENT (SAM). �All interested companies shall be actively registered in the System for Award Management (SAM) database in order to be eligible for award of Government contracts. For a Joint Venture, the Joint Venture as an independent entity must be registered in SAM as such. �Information on registration and annual confirmation requirements may be found at http://www.sam.gov.� OFFEROR ELIGIBILITY.� Only local sources will be considered under this solicitation.� Local sources are sources (e.g. corporations, partnerships, or Joint Ventures [For a Joint Venture, the Joint Venture as an independent entity must satisfy the local source requirements or, in the alternative, each member of the Joint Venture must individually satisfy the local source requirements]) that are physically located in Japan and authorized (i.e. licensed and registered) to perform in Japan, the type of construction work specific in this solicitation.� Specifically, a prospective offeror must be duly authorized to operate and conduct business in Japan and�must fully comply with all applicable laws, decrees, labor standards, and regulations of Japan during the performance of the resulting�contracts.���In addition, prior to award of the contracts, offerors must be registered with the Government of Japan to do�construction work in Japan and possess necessary construction licenses and permits to perform work required under this�solicitation.� The U.S. Government will not offer �United States Official Contractor� status under Article XIV of the US-Japan Status of Forces Agreement (SOFA) to U.S. contractors normally resident in the United States; nor will the U.S. Government certify employees of such contractors as �Members of the Civilian Component� under Article I(b) of the SOFA.� CONTRACTOR APPLICATIONS.� Firms which have not submitted Contractor Applications to this office are requested to go to the U.S. Army Corps of Engineers, Japan Engineering District, Contracting Division website:� https://www.poj.usace.army.mil/Business-With-Us/ to download the Contractor Application.� Such firms shall be required to complete the aforementioned application and submit original documents indicating they are registered with the Government of Japan to perform construction in Japan and possess both the necessary construction licenses and permits required to perform the requisite work identified in the solicitation.� This documentation must be submitted with your bid/proposal to allow POJ to verify your company as a �Local Source.� Interested Joint Venture (JV) partners who have individually submitted a Contractor Application previously are not required to submit a single, JV Contractor Application.
