- NOTICE OF INTENT TO AWARD SOLE SOURCE THIS IS A SYNOPSIS PUBLISHED FOR INFORMATIONAL PURPOSES ONLY. The Washington Headquarters Services intends to negotiate and award a Woman-Owned Small Business (WOSB) sole source contract to AM Pierce & Associates, Inc., 23330 Cottonwood Parkway Suite 345, California, Maryland 20619 for expansion and sustainment of the Defense Acquisition University�s (DAU) capability to support hands-on cyber learning activities that reinforce lecture-based courses of study in the cybersecurity domain as it pertains to military weapon systems. Award is expected in the fourth quarter of Fiscal Year 2021 with a base period for development and three 12-month option periods for sustainment. The requirement includes but is not limited to the establishment and maintenance of an upgraded cyber training range (CTR) at the DAU Mid-Atlantic Campus that incorporates NAVAIR provided cyber training benches. This includes procurement of hardware, software and software licenses, setup and checkout of the new CTR systems, developing training workshop curriculum in offensive cyber assessment, initial cadre training for DAU instructors, new CTR workshop execution support, and new CTR systems sustainment. The Contractor shall develop new training material that focuses on defensive cyber operations, train DAU instructors on delivery of the material and support workshops scheduled by DAU on defensive cyber. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS/QUOTES. This acquisition is being pursued on a sole source basis under the statutory authority of 10 U.S.C. 2304(c)(5), as implemented by Federal Acquisition Regulation (FAR) 6.302-5(b)(7) �Authorized or Required by Statute�, specifically sole source awards under the WOSB Program-15 U.S.C 637(m). Unless stated herein, no additional information is available. Responsible WOSBs may submit a capability statement in which they identify their interest and capability to respond to this requirement; responses must be received prior to the closing date of this notice. A request for documentation will not be considered as an affirmative response to this notice. The Government will be the sole determiner regarding a company�s ability to meet all requirements. If no responses are received by the time and date specified herein, to the effect that obtaining services from an alternate source is more advantageous to the Government, then a firm fixed price sole source award will be made to AM Pierce & Associates. A determination by the Government not to compete this requirement based upon responses received as a result of this notice is solely within the discretion of the Government. All submittals become Government property and will not be returned. Be advised that the Government will not pay for any information or administrative costs incurred in response to this notice of intent. GENERAL INFORMATION: The information provided herein is subject to change and is not binding on the Government. The Government has not made a commitment to procure any of the services discussed and should not be construed as a commitment or as authorization to incur cost for which reimbursement would be required or sought. All responses to this notice shall be submitted to earl.e.anderson51.civ@mail.mil. Be advised that all correspondence sent via e-mail shall contain a subject line that reads �Cyber Training Range NOI� and also, be advised that .zip or .exe files are not allowable attachments and may be deleted by the e-mail filters.� If sending attachments with e-mail ensure only .PDF, .doc, or .xls documents are sent.� The e-mail filter may delete any other form of attachments. Telephone calls will not be honored. This proposed contract action will be a Sole Source under North American Industry Classification System Code (NAICS) 541511 Custom Computer Programming Services; size standard $30M.
