- Notice of Intent to Sole Source: 36C77621P0182 Title: VisualDX Introduction: The Department of Veterans Affairs (VA), Program Contracting Activity Central (PCAC) intends to issue a sole source contract to Logical Images, Inc. DBA VisualDX for their Logical Images, Inc. DBA VisualDX Subscription. Justification: The Department of Veterans Affairs (VA), Veterans Health Administration (VHA), Central Office (VACO) Library requires an existing, commercial, off-the-shelf, web-based electronic subscription to VisualDX which will be made available to all VACO Library staff and employees. VHA s goal is to insure uniform availability of high quality, medical and health sciences electronic textbooks across the VHA system to improve clinical decision making. Background: The Department of Veterans Affairs (VA), Veterans Health Administration (VHA) requires existing commercial off the shelf (COTS) subscription to LexisNexis. The required subscription service contains the copyrighted, intellectual property of VisualDX, and VisualDX does not license its service through 3rd party resellers. For this reason, direct purchase from VisualDX is the only way for the Government to receive access to the subscription service. VisualDx is the only diagnostic decision support system to assist in the differential diagnosis of over 3,000 diagnoses across medicine and is illustrated with over 41,000 professionally photographed medical images. It is an invaluable, and incomparable research and reference tool for VACO Library staff and employees. Submittal Information: As stated above, this is an Intent to Sole Source. However, any responsible source who believes it is capable of meeting the requirement may submit a capability statement, proposal, or quotation, which shall be considered by the agency, only if received by the closing date and time of this notice. A determination not to compete the proposed requirement based upon the responses to this notice is solely within the discretion of the government. Responses to this notice are due on or before September 2nd, 2021 at 12:00 PM EST to Charles Johnson via email at charles.johnson8@va.gov. All responses must include the following information: Company name, Cage code, CCR number, Dun & Bradstreet number, Company address, Point of contact name, Phone number, Fax number, GSA contract (if applicable) and email.
