Description
Please note that this is not a request for proposal nor a request for quote as there is no solicitation document available. Therefore, this is a notice of intent issued by the Department of Veterans Affairs to negotiate a limited source contract with Sun Nuclear Corp. for SRS and Machine Quality Management Packages. This procurement is intended to be used in Radiation Oncology Department in order to augment the already purchased linear accelerator units. As part of activation of the new Radiation Oncology (RadOnc) clinic space two new linear accelerators were acquired to deliver patient treatment. This new equipment is capable of delivering highly customized treatment plans. In addition, a new specialized CT Scanner to acquire images for planning was also purchased. A structured quality maintenance program, was mandated by ACR guidelines and outlined in AAPM TG 142 (accelerators) and TG66 (CTSim), ensures accurate, safe, and reproducible planning and delivery of radiation. Part of the Machine QA package is Advanced Electron Density Phantom. Different types of tissue correspond to different CT values (HU units). However, in order to calculated dose deposition, treatment planning systems use electron densities. The Advanced Electron Density Phantom is used to create a correlation between HU units and electron density for dose calculation. In addition, the new CT scanner in Radiation Oncology has a specialized module that increases image quality. The Sun Nuclear AEDP is a required QA phantom to make sure that the module operates within specification. Further, as part of this QMP of department of Radiation Oncology different parameters of the radiation beams generated by the linear accelerators are checked on daily, monthly, and annual bases, as well as after any significant maintenance, to ensure safe and accurate treatment. Machine quality management package includes IC Profiler that allows to measure various beam parameters in quick and efficient manner. This increases clinic efficiency, decreases machine downtime after repair, and decreases veteran canceled appointments due to downtime. Finally, as part of the department expansion, a new program for specialized radiation treatments that deliver high dose precise treatments to small tumors in the brain will be initiated (Stereotactic Radiosurgery). Per ACR practice guidelines, all SRS treatments must undergo plan specific quality assurance, whereby patient treatment plan is delivered to a phantom and resulting fluence maps are compared to the expectation generated from the treatment planning system. The SRS patient QA package provides a QA device that is designed to accurately measure SRS type fluence maps. Current available equipment does not small beam dosimetry of this nature. This purchase is part of activation of the new Radiation Oncology Clinic. The proposed action is IAW FAR 13.106-1(b) soliciting from a single source. Information received in response to this special notice will be considered solely for the purpose of determining whether to conduct a competitive procurement. The determination to not compete the proposed acquisition is wholly within the discretion of the Government. The Government will not be responsible for paying on any costs incurred and/or associated with the development of any responses submitted to this notice.
