Description

This is not a request for quote or proposal. �This is a notice of the Government's intent to award a hybrid Firm-Fixed-Price (FFP) and Time and Materials (T&M) type contract to TrussWorks, Inc. 548 Market St. #97444, San Francisco, CA 94104-5401 under authority of FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements.� Washington Headquarters Services (WHS), Acquisition Directorate (AD), on behalf of the Office of the Secretary of Defense (OSD) Defense Digital Service (DDS), intends to award one (1) twelve (12) month base period, and one (1) twelve (12) month option period to the sole proprietor, Truss Works Inc. for the procurement of agile development services for the System for Insider Threat Hindrance (SITH), formerly the System for Automated Background Evaluation and Review � SABER. The proposed contract is a follow-on to an expired Other Transaction Agreement (OTA) number HQ0034-19-9-0025, which delivered the SABER prototype.� DDS has been working with WHS/AD on the best use for the prototype, and recently received a directive memo number OSD003857-21 from the Deputy Secretary of Defense to continue the development of SABER to focus on insider threats, so the project name has been changed from SABER to System for Insider Threat Hindrance (SITH). This follow-on contract to TrussWorks, Inc. for SITH is required to allow DDS to conform to this directive memo, and is considered the most logical and cost-effective strategy and solution to the Government, which will avoid duplicative costs and unacceptable delays in fulfilling the agency�s requirement for critical SITH services. The primary North American Industry Classification System (NAICS) code is 541512 - Computer Systems Design Services. This notice of intent is not a request for competitive proposals; however, interested parties may identify their interest and submit a capability statement for this requirement by 4:00 PM, EST on September 13, 2021 to whs.ncr.ad.mbx.eosd-tab-branch@mail.mil.� A determination by the Government not to compete the contract based upon responses to this notice is solely within the discretion of the Government. �Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
