Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6 as supplemented with additional information included in this notice. �This announcement constitutes the only solicitation, and a separate written solicitation will not be issued. �This solicitation number is NIH-NICHD-21-293 and is issued as a Request for Quotation (RFQ). �The solicitation/contract will include all applicable provisions and clauses in effect through Federal Acquisition Circular 2021-06. �The North American Industry Classification (NAICS) Code is 813920 and the business size standard is $15.0M. �This solicitation is NOT set aside for small business.� It is the intent of The National Institutes of Health (NIH), Eunice Kennedy Shriver National Institute of Child Health and Human Development (NICHD) to procure the services from The Academy of Nutrition and Dietetics (The Academy), 120 South Riverside Plaza, Suite 2190 Chicago, ILL 60606 to conduct a Scoping Review to describe the volume and characteristics of evidence on the nutrient composition of mature human milk. �This is pursuant to 41 U.S.C. 253(c)(1)�Only one responsible source and no other supplies or services will satisfy agency requirements. � The proposed contractor, The Academy has a history of productive collaboration with NICHD in support of the Breastmilk Ecology: Genesis of Infant Nutrition (BEGIN) project focus on Human Milk. �The Pediatric Growth and Nutrition Branch (PGNB) has benefitted from The Academy�s services on human milk and other related literature review activities in the early life nutrition space. �Most importantly, however, the scientific community and public health have benefited from their unique ability to review, analyze, synthesize and communicate complex scientific literature in the early life nutrition space. � Purpose:� The purpose of this project is for The Academy of Nutrition and Dietetics to conduct an evidence scan (also known as a Scoping Review) to describe the volume and characteristics of evidence on the nutrient composition of mature human milk (from 1-6 months and 7-12 months postpartum) in the United States. The results of this evidence scan could be used to determine whether systematic reviews are feasible, and for which nutrients, to inform interim updates to the human milk nutrient profile in USDA�s FoodData Central. The scan could also be used to identify research gaps and funding priorities. Description: In 2018, authors from USDA�s Agriculture Research Service (ARS) published a literature review (Wu, 2018) that summarized current knowledge of human milk nutrient composition in the United States. This comprehensive literature review captured studies published from 1980 to 2017, that were conducted in the United States and Canada. The review included 28 articles that reported on human milk composition of macronutrients and micronutrients. Most of the 28 articles were published before 1990 and mainly examined samples from small groups of generally healthy Caucasian lactating women. Wu (2018) concluded that data of several components from these 28 studies showed some consistency for 1�6 months postpartum, especially for protein, fat, lactose, energy, and certain minerals (e.g., calcium); data for 7�12 months postpartum and for other nutrients are very scarce. This project aims to conduct an evidence scan to update the literature review conducted by ARS. The Academy of Nutrition and Dietetics� Evidence Analysis Center (Academy�s EAC) will update the literature search conducted by Wu (2018) to describe the volume and characteristics of evidence available on human milk composition (i.e., mature milk for infants aged 0-12 months), published from 2017 to 2021. The Academy�s EAC will use the literature search strategy and inclusion criteria applied by Wu (2018) with some necessary changes. �The Academy�s EAC will create evidence tables to describe any articles that meet inclusion. In addition, The Academy�s EAC will create summary documents that describe the full volume and characteristics of evidence available from both the ARS review, and the updated evidence scan. To help meet goals for transparency and reproducibility, a report that describes the evidence scan will be made accessible to the public on a website and published in a peer-reviewed journal.
