- Amendment One: The purpose of the amendment is�to include the notes from the�site visit on 26 August 2021 and to upload the revised Statement of Work, 30 August 2021. Combined Synopsis/Solicitation (IAW FAR 12.603) This is a COMBINED SYNOPSIS/SOLICITATION for F16 Flight Simulator Security System Refresh for the District of Columbia (DC) Air National Guard. This announcement is prepared in accordance with the format in FAR Subpart 12.6, and Part 13 as supplemented with additional information in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation is being issued as a Request for Quotation (RFQ) W50S6W-21-Q-6005. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2021-06. It is the responsibility of the offeror to review the website for notice of amendments, updates, or changes to the solicitation. The Government intends to award one firm-fixed price contract for the F16 Flight Simulator Security System Refresh as defined within the Statement of Work and the Price List as a result of this solicitation. The associated North American Industrial Classification Systems (NAICS) code for this requirement is 561621, �Security Systems Services (except Locksmiths)� with a size standard of $22M. This is a 100% small business set-aside. To ensure sufficient compatibility with the pre-existing C-CURE 9000 system, it is imperative that quote consideration be limited to only Tyco authorized vendors. Delivery and installation of the system refresh items will be no later than 120 days after award. All potential offerors are reminded that compliance with FAR 52.204-7, System for Award Management (SAM), is mandatory. Lack of registration in SAM will make an offeror ineligible for award. Registration for SAM can be completed at https://www.sam.gov. The Government reserves the right and may award based solely on information contained in the quote and is not obligated to seek completion or clarification if the original quote is unclear. All quotes submitted shall be the Contractor�s Best Quote as the Government intends to evaluate offers and award a contract without discussions with offerors. Therefore, the offeror�s initial offer should contain the offeror�s best terms from a price and technical standpoint. However, the Government reserves the right to conduct discussions if later determined by the Contracting Officer to be necessary. Description of Items: � CLIN 0001: The contractor shall install the access control card readers and the Integrated Intrusion Detection System for the F16 Flight Simulator Facility. All equipment shall be software compatible and functional with the existing Software House, Tyco International C-CURE 9000 security system in Bldg. 3029. This compatibility will enable continued monitoring and administrative functions in accordance with the Intelligence Community Directive (ICD) 705. The contractor shall also perform start up, testing, and training to indicate full operational compliance with this contract.
