This solicitation is a Request for Quotation (RFQ).� The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2021-07 published 11 Aug 2021. The associated North American Industrial Classification System (NAICS) code for this procurement is 334516 with a small business size standard of 1,000 employees. This acquisition is unrestricted and all interested Offerors may submit a firm fixed-price quotation in accordance with the specifications included herein and inclusive of F.O.B Destination shipping.��� The National Institute of Standards and Technology (NIST) intends to issue a Firm Fixed Priced (FFP) purchase order to acquire one (1) Gas Chromatograph with Flame Ionization/Mass Selective Detectors and Accessories IAW the Statement of Requirements (SoR) incorporated in this Solicitation. All equipment must be new.� Used or remanufactured equipment will not be considered for award. Responsible quoters shall provide a quotation which includes all the following line items: CLIN 0001 QTY:� 1 LOT - Gas Chromatograph System with Flame Ionization/Mass Selective Detectors and Accessories. STATEMENT OF REQUIREMENTS (SoR) Gas Chromatograph with Flame Ionization/Mass Selective Detectors and Accessories BACKGROUND The Chemical Sciences Division (CSD), in NIST's Material Measurement Laboratory (MML), serves as the Nation's reference laboratory for chemical measurements and standards to enhance U.S. industry's productivity and competitiveness, assure equity in trade, and provide quality assurance for chemical measurements used for assessing and improving public health, safety, and the environment. �Kinetics experiments directly related to NIST�s mission are performed in the CSD Shock Tube Kinetics Laboratory. In these experiments, post-shock gaseous and semi-volatile organic products from the shock tube are collected with an automated custom-designed heated gas sample collection system and then analyzed with gas chromatography (GC) coupled with both flame ionization detectors (FID) and a mass selective detector (MSD). Given the existing GC/FID/MSD hardware is 15-18 years old, CSD requires upgrade of this instrumentation to modernize the analytical system and increase its sensitivity. This upgrade does not include redesign or replacement of the existing shock tube or the custom sampling system, each of which is functionally inseparable from the new instrumentation to be acquired. Because the shock tube, sampling system, and GC/FID/MSD instrumentation are tightly integrated, the new instrumentation shall have a drop-in interface with the existing components of the apparatus. The custom sampling system and GC/FID/MSD sit on a custom platform directly adjacent to the shock tube and cannot be moved without significant cost and likelihood of data quality degradation. The needed GC/FID/MSD system shall therefore not only meet performance specifications but shall also have a physical design compatible with the existing apparatus. Equally important, data management, quality control, and validation requirements for the shock tube instrument make it necessary to directly compare past analytical system data with that obtained with the new GC/FID/MSD system under the same experimental conditions, including transfer of existing data collection methods and overlay of new and past GC-FID and GC-MSD data. Software, GC-FID and GC-MSD data formats, and the data analysis system shall therefore be compatible with the existing data formats and data analysis protocols of the current system. MINIMUM SPECIFICATIONS CLIN 0001 The Contractor shall provide one (1) gas chromatograph (GC) equipped with two (2) split/splitless inlets with electronic pressure control (EPC), two (2) integrated flame ionization detectors, one (1) integrated mass selective detector (GC/FID/MSD system), and one (1) Dean�s Switch micro-fluidic splitter to quantitatively split the gas mixture eluting from the GC column between an FID and the MSD. The instrument shall additionally include GC method control software and any additional hardware modules needed to control, as part of the GC method, three (3) auxiliary valves, two (2) auxiliary temperature zones, and three (3) auxiliary EPC controlled gas flows, as well as a Windows 10 Enterprise based computer and software for data acquisition and analysis. System Requirements: Gas Chromatograph (GC) Inlets.� The GC shall include two (2) split/splitless inlets with electronic flow control of carrier gas at pressures of at least 100 psi and suitable for large bore (0.53 �m) and smaller capillary columns. Settings shall be selectable via the method control software. At least one (1) inlet shall be compatible with 1/16 inch O.D. packed columns; GC Oven. GC oven shall accommodate two (2) industry standard 105 mm � 0.530 mm id capillary columns and shall be capable of cryogenic cooling when provided with an external liquid nitrogen (LN2) �source; oven temperature resolution shall be of 0.1 �C or better, settable from (ambient + 4 �C) without LN2 and from -80 �C to 450 �C with cryogenic cooling; Flame Ionization Detectors (FIDs). The GC shall include two (2) FID detectors with control via the method control software; FID�s shall use a full digital data path and have a dynamic range of at least 107 in a single GC run; Mass Selective Detector (MSD). The system shall include one (1) quadrupole mass selective detector designed to interface with the GC and controllable with the GC method control software. The MSD shall be equipped with a turbomolecular vacuum pump. The MSD and associated GC hardware shall be compatible with and include the necessary components to use either high purity helium or hydrogen as the GC carrier gas; Dean�s Switch. The GC shall include one (1) Dean�s Switch type microfluidic splitter that uses pressure settings to partition a selectable portion of the GC column effluent between Flame Ionization and Mass Selective detectors. The required pressure controls shall be accomplished by the GC data acquisition software as part of an automated method. Software to calculate the required pressure settings to achieve desired partition values shall be included;���� External Valve Control. The provided GC/FID/MSD data acquisition software shall, as part of an automated method, allow timed control of at least three (3) external valves through timed relays; External Temperature Control.� The provided GC/FID/MSD shall be capable of controlling, through the GC method software, the temperature of at least 1 external temperature zone (in addition to those required for normal operation of the GC oven, inlets and detectors). GC Gas Flow Control.� Electronic Pneumatics Control (EPC) shall be standard for control of all gases used in normal operation of the GC. Compensation of gas flows for ambient laboratory pressure and temperature shall be standard. EPC control units shall be modular. Pressure setpoint and control precision shall be 0.001 psi (6.9 Pa) or better; Auxiliary Gas Flow Control. In addition to the gas flow control for the GC inlets and FID detectors, the provided GC/FID/MSD hardware and data acquisition software shall, as part of an automated method, allow EPC control and monitoring of at least three (3) additional flows of normal GC carrier gases (helium, hydrogen, nitrogen) at pressures of at least 100 psi and with a setpoint and control precision of 0.001 psi (6.9 Pa) or better; Sample Input. The provided GC/FID/MSD system shall interface with an existing Shock Tube apparatus, the configuration of which cannot be altered without considerable expense and risk of degrading performance. The sample transfer lines from the shock tube sample system to the oven of the GC shall therefore pass through the right side (when facing the front) of the GC. The transfer line is heated and insulated and contained in a 1.75 inch (4.4 cm) O.D. stainless steel tube that extends 7 in (17.8 cm) (designated as dimension z) from the existing sample system box that will abut the right side of the GC. The center- axis height of the tube (x) is approximately 6 in (15.2 cm) from the tabletop at a depth (y) of 6 in (15.2 cm) from the front of the GC. Allowable tolerances in x, y, and z are: x +2 in (5.1 cm)/-1 inch (2.5 cm); y +/- 2 in. (5.1 cm); z(max) = 8 in (20.4 cm), z(min) = 4 in (10.2 cm); See Attachment Gas Chromatograph RFQ 1333ND21QNB640543.PDF The Footprint: The height x width x depth (H, W, D) dimensions of the main GC/FID/MS unit shall not exceed (H x W x D) = 23 in. x 36 in x 23 in. (58 cm. x 91 cm x 58 cm); The data acquisition, method control, data analysis, and any other system monitoring software for the GC/FID/MSD shall run on a supplied computer system (computer, monitor, mouse, appropriate cables) running Windows 10 Enterprise or greater and shall be pre-loaded with necessary operational software.� Because of NIST security requirements, it must be possible to run the software without having the computer system directly connected to the internet. Copies of the software shall be provided in an electronic format appropriate for future reinstallation if that should prove necessary. Any software upgrades released during the warranty period shall be provided free of charge.� To meet data management and quality control standards, it is necessary to directly compare past analytical system data with that obtained with the new system under the same experimental conditions, data collection methods, and analytical settings. Software that is compatible with legacy Agilent FID and MSD software and data formats dating to 2005 or earlier shall therefore be supplied. Compatibility shall be such that the provided software can read and analyze legacy FID and MSD data, and directly overlay and quantitatively compare signals and results from current and legacy experiments, including retention times, FID peak areas and peak heights. In addition to the GC/FID/MSD data acquisition and analysis software on the system control computer, software data licenses allowing stand-alone processing and analysis of the GC/FID/MSD data on one (1) or more Windows 10 based computers shall be included; The GC/MSD software shall be able to automatically acquire MSD data, calibrate and quantify target compounds, perform library searches of spectra obtained for target and non-target compounds and export the data to Microsoft EXCEL spreadsheets; the software shall provide analogous processing and export of the FID data.� For purposes of determining peak areas, in addition to standard automated signal processing, it shall be possible through the software to analyze and define peaks by manually (i.e. with mouse or similar input device) defining the signal baseline, splitting overlapped and tailing peaks, and defining the start and end positions of peaks. The data system shall allow the simultaneous acquisition of the signals from all detectors (FID and MSD). The software shall provide automated one-click tuning of the MSD; The data acquisition and processing software systems shall be compatible with 2020 or newer versions of Antivirus software; The system shall have instrument interface and control via LAN (TCP/IP protocol) to the data acquisition and data processing software and systems; The MSD instrument shall be capable of operation when the GC carrier gas is switched between helium (He) and hydrogen (H2). The instruments shall not require physical changes, such as part swapping, for the MSD when switching between helium (He) and hydrogen (H2). The MSD signal to noise ratio for a 1 �l injection of a 1 pg/uL OFN standard (m/z =272 dalton, Da) on a 30-meter capillary column (0.25 mm i.d., 5% phenylmethyl polysiloxane, or similar) shall be at least 1,500:1 when using He carrier gas and scanning a mass range of 50 Da to 300 Da or wider; The MSD sensitivity shall be minimally degraded when hydrogen rather than helium is used as the carrier gas. The maximum allowable signal degradation is a factor of 5 for normal alkanes containing one to six carbons. The MSD shall be equipped with dual filaments; The MSD mass range shall be at least 1.7 Da to 1000 Da; The MSD shall allow recommended analytical gas flows of at least 4 ml/min; The mass accuracy of the monoisotope of OFN at 271.987 Da, as determined by the MSD from a 1 �L injection of a 100 pg/�L OFN standard on a 30-meter capillary column (0.25 mm i.d., 5% phenylmethyl polysiloxane, or similar) shall be m/z 271.99 � 0.02 Da or better; The spectral accuracy of OFN, as determined from the MSD spectrum obtained with a 1 �L injection of a 100 pg/�L OFN standard on a 30-meter capillary column (0.25 mm i.d., 5% phenylmethyl polysiloxane, or similar) shall be 90 % or better; The MSD vacuum system shall include a turbomolecular pump with a minimum rating (helium) of 255 L/s and an appropriate oil-free backing pump;� The maximum scan rate of the MSD shall be 20,000 amu/s or better. Warranty:� The Contractor shall provide, at a minimum, a one (1) year warranty that includes all parts, labor, software updates and technical support as well as on-site service. The Warranty Period shall commence after acceptance by NIST. Training: The Contractor�s Manufacturer�s Technical Representative (MTR) shall conduct training at NIST for at least two (2) NIST personnel. Training shall be provided during normal business hours, between 8:30am and 5:00pm Eastern Time, Monday through Friday, except Federal Holidays, and shall be coordinated with the NIST Technical Point of Contact (TPoC) to ensure maximum availability of NIST personnel.� Training shall occur within 90 days of installation. The training may be completed on-site at NIST in Bldg. 221/Rm. B161 immediately after installation and demonstration of specifications. The training shall provide, at a minimum, a demonstration of all instrument functions and normal instrument operation which will allow NIST personnel to operate the instrument to its full capabilities, calibration, basic troubleshooting, routine maintenance procedures. Training on the FID and MSD data analysis software shall be included. DELIVERY Delivery shall be FOB DESTINATION and shall occur within 90 days from date of award.� However, due to current access restrictions, delivery shall be scheduled by the Contractor with the designated TPoC and Contracting Officer (CO).� Prior to shipment, the Contractor must ensure NISTs campus is open and accepting deliveries.� If campus access restrictions impact the delivery schedule, a modification may be executed by the CO to establish an extended delivery timeframe. Delivery by Contractor shall be to: National Institute of Standards and Technology (NIST) 100 Bureau Drive Building 301 Shipping and Receiving Gaithersburg, MD 20899 Normal hrs. of operation are Monday through Friday, 8:30 am to 5:00 pm with the exception of Federal holidays. Delivery of hardware and software shall be completed according the following schedule: Description Quantity Due Date One (1) GC/FID/MS and all associated hardware and software as described in Section II Specifications 1 system NLT 90 days after award Training Once NLT 90 days after installation Installation Once Within 60 days after delivery CONTRACTOR MINIMUM QUALIFICATIONS Contractor�s Manufacturer�s Technical Representative (MTR) shall have at least two (2) years of experience on the instrument or third-party accessories for which any warranty service is being rendered. MTRs shall be fluent in the operation of the instrument to conduct training, perform analytical tests of the system and provide warranty service.� Due to timelines associated with clearance of non-US citizens, personnel performing warranty service must be US citizens. INSTALLATION, INSPECTION, TESTING AND ACCEPTANCE The NIST TPoC will inspect and test the hardware to determine compliance with the technical specifications in accordance with FAR 52.212-4(a).� However, due to current access restrictions, installation, inspection, testing and acceptance will not take place until the designated TPoC is available to be on campus.� The Contractor�s MTR shall be on-site for installation and testing to demonstrate that the installed system meets all technical specifications.� Installation shall be completed by the Contractor within 60 days of delivery. Testing The MSD instrument detection limit (IDL) shall exceed 10 fg at the 99% confidence limit based on the area precision (m/z =272) from eight sequential 1 �l injections of a 100 fg octafluoronaphthalene (OFN) standard on a 30 m capillary column (0.25 mm i.d., 5% phenylmethyl polysiloxane, or similar). Final acceptance by the Government shall be granted after confirmation that the instrument meets all minimum salient characteristics defined herein, including successful installation and completion of training.� The warranty shall not commence until final acceptance has been granted by the Government.� GENERAL INFORMATION Safety:� The Contractor shall be responsible for knowing and complying with all installation safety prevention regulations including NIST COVID-19 mitigation protocol.� Such regulations include, but are not limited to, general safety, fire prevention, and waste disposal. Security:� NIST is a restricted campus.� An identification badge is required for access for entry into buildings and is to be shown to the armed Security Police when entering the campus. Identification Badges:� The Contractor shall comply with NIST identification and access requirements.� The Contractor shall wear a visible identification badge provided by the NIST Security Office.� The badge must show the full name, title, and if required by NIST, the words �Contractor� in front. The Contractor shall surrender the NIST identification badge to the TPoC upon conclusion of any services rendered. NIST VISITOR AND CONTRACTOR PROTOCOLS FOR MITIGATING COVID-19 EXPOSURE The Contractor shall review and adhere to the directive: NIST Visitor and Contractor Protocols for Mitigating COVID-19 Exposure on NIST Campuses. Any individual coming onto campus must conduct a personal health screening by reviewing the COVID-19 Screening Questionnaire. This self-screening must be performed every day an individual wants to access a NIST campus. Anyone answering �Yes� to any question should immediately contact their sponsor and not attempt to access the campus. Starting on Monday, September 6, any individual coming onto campus must also complete a Certification of Vaccination Form. You may be asked to show this form upon entry to a federal building or federally controlled indoor worksites, and/or to a federal employee who is supervising or managing your work on federal premises. Please maintain this form during your time on federal premises. NIST is not collecting this data by any means (hard copy or electronic). By entering campus on a given day, you are indicating that you have complied with this requirement for that day. The directive and questionnaire are available to view at:� https://www.nist.gov/about-nist/visit/nist-visitor-and-contractor-protocols-mitigating-covid-19-exposure-nist-campuses The directive and questionnaire are subject to change and should be monitored by the Contractor via the following NIST website: https://www.nist.gov ADDENDUM TO FAR 52.212-1 QUOTATION PREPARATION INSTRUCTIONS All offerors shall submit the following:� Each quotation shall consist of two (2) separate electronic files: (a) Technical Quotation (Vol. I); and, (b) Business/Pricing Quotation (Vol. II). Incomplete quotations may be considered non-compliant and removed from further consideration.� Quotations shall be clearly and concisely written as well as being neat, indexed (cross-indexed as appropriate) and logically assembled.� All pages of each part shall be appropriately numbered and identified with the name of the offeror, the date, and the solicitation number.� A one-page transmittal letter signed by an individual authorized to commit the organization shall be transmitted with the quotation to the Government.� Each quotation shall be on 8.5� x 11� paper, in a commercially standard font, not smaller than 12-point font.� Each page in the quotation shall be separately numbered.� The quotation shall be limited to twelve (12) single-sided pages (excluding the letter of transmittal, cover letter, and product literature). Overall Arrangement of Documents VOLUME I:� TECHNICAL NIST will evaluate quotations, based on the information submitted in support of the following factor: Technical Capability The offeror shall submit a technical description and/or product literature which clearly identifies the manufacturer and model nos. for the Gas Chromatograph System with Flame Ionization/Mass Selective Detectors and Accessories it is proposing, and clearly identifies each system requirement listed in the SoR.� The offeror must demonstrate that its proposed componentry meets or exceeds each minimum system requirement described herein by providing a citation to the relevant section of its technical description and/or product literature.� The Contractor shall not simply state they will meet the requirement; evidence must be provided.� If an offeror does not indicate how its proposed componentry meets a certain minimum system requirement, NIST will determine that it does not.� If applicable, evidence that the offeror is authorized by the OEM to provide the item(s) in the quotation should be included. VOLUME II:� BUSINESS/PRICING The Offeror shall submit one copy of the completed price schedule.� If the quotation is submitted electronically, additional copies are not required.� The price quotation shall be separate from any other portion of the quotation.� The Offeror shall propose a firm fixed price, FOB Destination, for CLIN0001 that includes a one-year warranty. The Offeror is encouraged to discount its rates.� If price discounts are offered, identify the percentage of price discount and/or price reduction offered. The Volume II Business Pricing Quotation shall include: a) the offeror�s Dun and Bradstreet Number (DUNS) To be eligible for evaluation, the offeror must have an active registration in the System for Award Management (www.sam.gov)� b) Completed FAR Provisions:� 52.204-17, 52.204-20, 52.204-26, 52.209-2, 52.209-11, 52.222-22, 52.222-25, 52.223-22, 52,225-4, and 52.225-18 (included elsewhere in this solicitation) c) Page(s) from Contractor�s established Commercial Pricelist associated with the Gas Chromatograph System and all accessories being quoted d) The place of manufacture (origin) of the Gas Chromatograph System with Flame Ionization/Mass Selective Detectors and Accessories being quoted The Government anticipates that the resultant purchase order will be awarded based upon adequate price competition.� However, in order to determine that prices are fair and reasonable, the Government reserves the right to request the organization provide further cost breakdown to support quoted prices. ADDENDUM TO FAR 52.212-2 EVALUATION AND BASIS FOR AWARD The Government will award a purchase order resulting from this solicitation that will include the terms and conditions that are set forth herein to the responsible offeror whose quotation is deemed technically acceptable and is the lowest price.� The Government intends to make a single award and reserves the right to make no award as a result of this solicitation. The Government intends to evaluate quotations and award a purchase order without discussions with offerors.� Therefore, the offeror's initial quotation should contain the offeror's best terms from a price and technical standpoint.� However, the Government reserves the right to conduct discussions if later determined by the Contracting Officer to be necessary.� The Government may reject any and or all quotations if such action is in the public interest; accept other than the lowest price quotation; and waive informalities and minor irregularities in quotations received. The Government reserves the right to request revised quotations from, or negotiate final contract terms with, one or more, but not all, quoters if later determined by the Contracting Officer to be necessary. The Government will evaluate quotations based on the following criteria:� a) technical capability; and 2) price Technical Capability No prototypes, demonstration models, used or refurbished instrumentation will be considered. Evaluation of technical capability will be based on the information provided in the technical quotation.� NIST will evaluate whether the offeror has demonstrated that its proposed system meets or exceeds all minimum salient characteristics.� Quotations that do not demonstrate the proposed system meets all minimum salient characteristics will not be considered further for award. Price The Government will evaluate the Offeror�s proposed pricing for reasonableness.
