- Combined Synopsis/Solicitation This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. The solicitation number for this requirement is 9531BM21Q0028. This solicitation is issued as a Request for Quotations (RFP). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2021-07. This requirement is issued as a total small business set aside. The associated NAICS code is 315990, �Other Apparel Accessories and Other Apparel Manufacturing�. The small business size standard is 500 employees. Background The National Transportation Safety Board (NTSB) is an independent Federal agency with the primary missions of investigating civil aviation accidents in the United States and significant accidents in the other modes of transportation -- railroad, highway, marine and pipeline -- and issuing safety recommendations aimed at preventing future accidents.� It is NTSB policy for all specified NTSB personnel to wear a uniform whenever they are performing official duties during the on-scene investigation of transportation accidents.� The uniform may also be worn in other related activities, such as reconstruction activities, teardown or examination activities at a plant, laboratory, or other similar facilities. Description of Requirement The NTSB has a requirement to purchase a quantity of 175 brand name or equal 5.11 Tactical 3-In-1 Parkas 2.0 as described in Attachment 1 � Sections B, C, L, and M and in the specifications described in Attachment 2 - Proof. Line Item Number 0001: Quantity: 1 LOT, Brand name or Equal 5.11 Tactical 3-In-1 Parkas 2.0s. Delivery Date: November 3, 2021 Review Attachments 1 and 2 which are attached hereto and incorporated herein for a detailed description of the requirement. Basis for Award The NTSB solicits your quotation of brand name or equal 5.11 Tactical items as described in the Statement of Work (SOW). This solicitation will result in the award of one firm fixed-price purchase order with a due date of 60 days after the receipt of the order. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the NTSB. Review Attachment 1 � Sections B, C, L, and M and Attachment 2 - Proof which are attached hereto and incorporated herein for a detailed description of the requirement. Clauses and Provisions Review Attachment 3 which is attached hereto and incorporated herein for to review the applicable clauses and provisions of this requirement. Submission of Quotations Your quotation must be received no later than 4:00 p.m., Eastern Daylight Time (EDT), on September 2, 2021. LATE QUOTATIONS MAY NOT BE CONSIDERED in accordance with FAR provision 52.212-1, Instructions to Offerors � Commercial Items. Offers may be transmitted via email to: Bryan J. Moy Email: bryan.moy@ntsb.gov The maximum size of an email, including attachments, which the NTSB email server can accept is 35 megabytes (MB). Therefore, the Contractor may choose to send their quotation in separate emails, if the combined file size of any email received by the NTSB email server will exceed 35MB. Contractors are encouraged to remove excess graphics from their quotations to ensure quotations remain under the file size limit. It is the Contractor's responsibility to ensure that the designated point of contact has received your quotation at the email address of the contact specified above by the quotation due date. Amendments to the combined synopsis/solicitation shall be publicized in the same manner as the initial synopsis/solicitation.
