- THIS IS A NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT This is not a request for quotations or proposals. This announcement constitutes the only notice regarding this procurement action. In accordance with FAR Parts 5.2 and 6.302, this stand-alone Special Notice announces the Government's intent to to solicit, negotiate and award to only one source a sole source contract to Leach Wallace Associates for Architect/Engineer (A/E) Title III construction administration services to the National Park Service during the execution and close-out phases of the construction project titled: Rock Creek Park Rehabilitate Chevy Chase Circle Fountain, located in Washington, D.C. and per ROCR PMIS: 148185D. Construction administrative services shall be directly related and limited to mechanical, electrical, and plumbing (MEP). Leach Wallace Associates is the Mechanical, Electrical, and Plumbing (MEP) Consultant/designer for the completed design task order P14PC00253/140P3019F0163 awarded to Peck & Peck that completed on 05/28/2021. As the MEP, Leach Wallace Associates is the only firm with the institutional knowledge and information to perform these required follow-on services to ensure continuity between the design and construction while also maintaining contractual responsibility as the MEP. The MEP associated construction work items are the most technical aspect of the construction project and require construction administration directly related to the MEP components of the construction project. The estimated costs are below the Simplified Acquisition Threshold (SAT) and award is expected to be made in September 2021. In accordance with FAR 5.203(a), the National Park Service (NPS), National Capital Area Office (NCAO) hereby publicizes the announcement for 15-days from the date this notice of intent, before issuance of award for Architect and Engineering Services. All responsible sources may submit a capability statement, proposal, or quotation, which will be considered by the agency, via email to Contracting Officer - Anale' Young (anale_young@nps.gov)
