- Page 2 of 2 NOTICE OF INTENT The Department of Veteran Affairs intends to award a sole source firm fixed price purchase order to JDL Digital Systems, Inc dba Airship Industries, Inc A sole source procurement is being issued to JDL Digital Systems, Inc dba Airship Industries, Inc due to the proprietary nature of the items being procured. This procurement is being conducted in accordance with FAR Part 13.106-1 Justification for Single Source Award. This notice of intent is not a request for competitive quotes. Disclaimer and Important Notes: This notice does not obligate the Government to award a contract or otherwise pay for the information provided in response. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed to allow the Government to determine the organization's qualifications to perform the work. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. End of Document STATEMENT OF WORK POLICE SERVICE / AIRSHIP HARDWARE AND MAINTENANCE SUPPORT/UPGRADE DEPARTMENT OF VETERAN AFFAIRS CORPORAL MICHAEL J. CRESENZ VA MEDICAL CENTER 3900 WOODLAND AVE, PHILADELPHIA, PA 19104 GENERAL: The Corporal Michael J. Crescenz Veterans Affairs Medical Center (CMC VAMC), located at 3900 Woodland Avenue, Philadelphia, PA 19104 has a need to procure maintenance support to upgrade the hardware and software for the VAMC Closed-Circuit Television camera recording system. BACKGROUND: The CMC VAMC Veterans Affairs Police (VAP) has a Closed-Circuit Television (CCTV) security camera recording system that is supported by Airship servers. The Airship CCTV server s is currently running on Windows 7 & 8 and needs upgraded to current Windows 10 so that the cameras will continue to operate properly. The current camera system is experiencing issues with maintaining continuous connectivity due to the aging operating system with the Airship servers and CCTV cameras. The lack of continuous connectivity creates a gap in the video recordings of vital areas of the VAMC facilities and is a security issue. SCOPE OF WORK: The Vendor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform the following: Provide licensed technicians to upgrade current Airship server s hardware and software for the CCTV operating camera system. Upgrade equipment hardware as needed to work with windows 10 and provide one-year continued hardware support warranty for 34 servers, 15 workstations, 4 Airship Encoders, 15 Axis Encoders, and 33 monitors. Upgrade Airship servers to windows 10 and the Airship operating system software and provide one-year software maintenance agreement/support for 34 deployed servers, Enterprise Management System, and the deployed 1396 cameras. Provide an onsite 5 day visit from an Airship engineer to assist the VA with the OS upgrade, software refresh and support at a reasonable convenience of the CMC VAMC during normal business hours. Provide a project maintenance binder with all manufacturer specific operating and maintenance instructions manuals for each piece of equipment. Performance Monitoring: The Project Manager will monitor the Contractor s performance and make the project workspace available during regular business hours. The Contractor shall only be allowed the necessary access to perform work at the designated locations where work will be performed. Access to other locations throughout the VA hospital is prohibited and will not be authorized under this contract. The C&A requirement do not apply, and that a Security Accreditation Package is not required.
