- This notice announces the intent by the U.S. Army Medical Research Acquisition Activity (USAMRAA) in support of the U.S. Army Medical Research and Development Command (USAMRDC)�to procure an ABSA membership without competition as prescribed in FAR 13.106-1(b)(1). Specifically, the Government will procure this from ABSA International. The ABSA is an organization that provides the opportunity for biosafety and biosecurity professionals from around the world to meet and share information on related issues. There are no other organizations out there in the industry that gathers professionals to discuss topics presented to include compliance with select agent regulations, biological select agents and toxins (BSAT) facility operations, laboratory acquired infections, emerging threats, biosecurity, animal biocontainment, case studies, and specialized pre-conference training sessions that provide immediate implementation opportunities. The ABSA conducts an annual Biological Safety Conference exclusively for members to keep them informed of current biosafety issues and regulatory initiatives. The conference is preceded by a selection of biosafety courses geared at the beginner and advanced levels. These training courses provide individuals accredited professional development units to biosafety and biosecurity. The ABSA membership provides a professional association that represents the interests and needs of practitioners of biological safety, and to provide a forum for the continued and timely exchange of biosafety information. ABSA International is the only organization that offers a Registered Biosafety Professional (RBP) and certification Certified Biological Safety Professional (CBSP) program to recognize biological safety professionals. This is paramount as it will provide USAMRDC individuals overseeing biohazard and rDNA work to be competent, educated, and have proper experience. This announcement fulfills the synopsis requirements under FAR 5.102(a)(6) and 5.203(a). USAMRAA intends to publish a solicitation no sooner than 15 days after publishing this synopsis. This Special Notice of Intent is not a request for competitive quotes. Information received in response to this notice will be considered solely for the purpose of determining whether a competitive procurement is in the best interest of the Government. If no written responses are received by the date listed below, which reflects at least fifteen (15) days after the publication of this notice, the solicitation will be issued as sole source requirement. Interested concerns must identify their capability in writing to the above email address listed above no later than 10:00 AM ET, 15 Sept 2021.
