- NOTICE OF INTENT TO SOLE SOURCE In Accordance with the Statutory Authority Permitting Other than Full and Open Competition: 41 USC §3304(a)(5), 38 U.S. Code § 8127(c), as implemented by FAR 6.302-5, and authorized in VAAR 819.7007 sole source awards to a verified service-disabled veteran-owned small business, the Department of Veterans Affairs (VA), Veterans Health Administration (VHA) Network Contracting Office (NCO) 23, intends to enter into a sole source, firm-fixed price contract with Integrated Modular Solutions, LLC, located at 210 E. 5th Street, Bonham, TX 75418. The purpose of this contract is to provide for the continued lease of a temporary structure (modular trailer) that serves as a clinic in response to the COVID-19 pandemic. The clinic trailer provides a dedicated space for consulting, screening, testing and specimen collection. Following completion of the lease, the clinic trailer will be removed, and the area restored to previous conditions. The lease will be continued for a 12-month period, with an option to extend an additional six (6) months. The associated North American Industry Classification System Code is 531120, Lessors of Nonresidential Buildings, with a size standard of $30 million. The temporary structure currently in place was provided by Integrated Modular Solutions, LLC in response to COVID-19 pandemic needs. Integrated Modular Solutions, LLC is a verified service-disabled veteran-owned small business and has the experience and technical knowledge to continue to provide this temporary structure without duplication of costs, labor efforts and unwarranted time delays. This notice of intent is not a solicitation or request for competitive quotes. No solicitation package is available. However, all responsible sources may submit a capability statement, which, if received no later than 9:00 AM (CT) on Friday, September 3, 2021, will be reviewed. All information received will be considered solely for determining whether to conduct a competitive procurement. A determination by the Government not to compete this requirement based upon responses received as a result of this notice is solely within the discretion of the Government.
