- This is a Notice of Intent to Award Sole Source The purchase of 2 X-ray machine Rapiscan 627DV X-Ray Units in Carolina, Puerto Rico The U.S. Department of Agriculture Animal and Plant Health Inspection Service (USDA APHIS) PPQ, intends to issue a Firm Fixed Price noncompetitive contract to Rapiscan Systems Inc of Torrence California, for the purchase of 1 X-ray machine for use by the USDA APHIS PPQ at the Rafael Hernandez Airport Aguadilla station Hangar PAX Terminal #5 Aguadilla, PR 00604 This purchase will be under the statutory authority permitting Other than Full and Open Competition, accordance with FAR 6.302-1 which states; The property or services are available from only one responsible qualified source at this time and no other type of property or services will satisfy these needs of the executive agency.� Rapiscan Systems Inc. is a large business. � The x-ray machine is being purchased from Rapiscan Systems under this GSA Federal Supply Schedule contract. The contractor from whom these machines is being purchased has to arrange freight and also arranges the crating, the international shipping container, as part of the shipping. Additionally, only Rapiscan authorized personnel can perform the installation of their equipment and train the new users on their equipment. Rapiscan also manufactures the specialized conveyor system and it�s specifically designed to fit with their equipment. Rapiscan has some resellers, but they would not sell only select pieces to the resellers so only Rapiscan can provide this specialized conveyor system with their x-ray equipment. The specialized conveyor system is included with the installation and maintenance for the first year. If the conveyor system is purchased elsewhere and it does not fit in with the system there�s a likelihood it could malfunction or can cause damage to the machine and the contents in the machine such as passenger luggage. This notice of intent is NOT a request for proposals or competitive quotations.� Request for copies of a solicitation in response to this notice will not be honored or acknowledged. A determination not to compete this proposed action is solely within the discretion of the Government.� However, if a firm believes it can meet the requirements, an interested party may submit capability information which shall be considered by the agency in its sole source determination. Responses must be submitted by e-mail to: �Latisha Hollman at �Latisha.A.Hollman@usda.gov no later than September 14, 2021. All information submitted should support the capability to provide the items required, and the information shall be furnished at no cost or obligation to the Government.� �Respondents should ensure the information provided is detailed, current, accurate and complete. � The primary North American Industry Classification System (NAICS) code is 488119 Other Airport Operations with a standard size of $35.0 Million Dollars.
