- The Defense Information Systems Agency (DISA), Fort Meade, Maryland intends to negotiate a sole source contract with General Dynamics One Source (GDOS), 3211 Jermantown Road, Fairfax, VA 22030. The objective of this procurement is to procure brand name, commercial off-the-shelf, TACLANE-FLEX and Base-SX Multi-mode Pluggable Optic equipment. The DISA Data Center Columbus has a requirement to acquire twenty-two (22) TACLANE-FLEX Encryption Platforms and ten (10) 1000 Base-SX Multi-mode Pluggable Optic (for TACLANE-FLEX only). TACLANE-FLEX Encryptor is cryptology equipment that encrypts data up to the Top Secret (TS)/Sensitive Compartmented Information (SCI) level. The TACLANE-FLEX Encryptor is certified by the National Security Agency (NSA) to protect information classified as TS/SCI and below. The Department of Defense (DoD) National Security Directives and DoD Instructions require the use of NSA-approved encryption equipment. As a result, the Government may procure encryption equipment that has only been adequately tested and approved by the NSA. The equipment that Data Center Columbus requires has been certified by NSA and is available for acquisition from only GDOS. GDOS is the sole manufacturer, distributor, and owner of the TACLANE, therefore no other manufacturer, distributer, and authorized resellers exist. GDOS is the only certified Original Equipment Manufacturer (OEM) authorized by the NSA to provide this type of equipment to the Government. This is not a request for competitive proposals. Requests for copies of this contract action will not be honored unless the respondent provides evidence showing their capability to perform the required services. The proposed contract action is for software and services for which the Government intends to solicit and negotiate with only one source pursuant to FAR 16.505(b)(2)(i)(B) and FAR 16.505(a)(4). A Justification and Approval for sole source by the Government will be posted and made available no later than 14 days after award. For any questions regarding this requirement, contact the Contracting Officer, Tammy.L.Smith234.civ@mail.mil.
