- THIS IS A NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT AND IS NOT A REQUEST FOR COMPETITIVE QUOTES. Reference#: Solicitation Number N00244-21-Q-0270. Naval Supply Systems Command (NAVSUP) Fleet Logistics Center San Diego (FLCSD) intends to award a firm fixed price contract under the authority of FAR 6.302-1(a)(2)(i)(A), only one source being available to meet the Government�s needs, to: Premier Solutions HI, LLC 600 Kapiolani Blvd. STE 302 Honolulu, HI 96813-5140 The North American Industry Classification System (NAICS) code for this requirement is 541715; the business size standard is 1000 (# of employees). Brief Description of Requirement: Fleet Logistic Center San Diego (FLCSD) is a component of Naval Supply Systems Command (NAVSUP) and provides material management services to the Southwest Region. This includes: (1) Receiving, (2) Storage, (3) Issue, (4) Shipping/ Delivery, and (5) Inventory Accountability of all material requiring asset tracking, i.e., Navy Working Capital Fund (NWCF) materiel, accountable property (general/real), and operating materials and supplies (OM and S). NAVSUP FLCSD is seeking to procure, provision and maintain the Financial Audit Compliance Enhancement Tool (FACET) and CLIPBoard systems at NAVSUP FLCSD Site Coronado. Perform customer modifications of the software to meet NAVSUP FLC and NAVSUP WSS IOC business practices. Premier Solutions HI, LLC has been providing the research and development testing for the three previous phases. NAVSUP sponsored a Small Business Innovation Research SBIR, topic N171-077 for the development of a Financial Improvement Audit Readiness (FIAR) tool. The topic was awarded under contract N68335-17-C-0436 to Premier Solutions HI, LLC (PSHI). The resulting SBIR Phase I-III research and development led to identification and software development of specific techniques, technology enhancements and business process improvements for document scanning and optical character recognition of documentation. The scanning technology is customized to consume and recognize all DoD forms while also adding the feature to generate FIAR compliant receipts/forms. This technology is a critically needed tool for audit improvement, and as a Key Supporting Documentation scanning tool for auditors. Basic Ordering Agreement (BOA) N68335-21-G-0009 was awarded on 12-May-2021 to the sole source Premier Solutions HI, LLC for a period of five years, and has recently been modified to add NAVSUP UICs. Consequently, PSHI is eligible for a sole-source contract action meeting the definition of a Phase III SBIR award under U.S.C. 2304 (c)(5), as implemented by FAR 6.302-5. This notice of intent is not a request for competitive proposals and no solicitation document exists for the requirement. Sources interested in responding to this notice are required to submit a capability statement that includes management and technical data and cost information, in sufficient detail and with convincing evidence that clearly demonstrates the capability to provide the licenses and proof as being an authorized distributor of the product. Capability statements shall not exceed 10 (8.5 x 11 inch) pages using a font size no smaller than 10-point. All capability statements received by the due date of this notice will be considered by the Government. A request for documentation or additional information or submissions that only ask questions will not be considered as an affirmative response. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed with a sole source purchase order. Capability statements are due by 10:00 AM Pacific Standard Time (PST), September 7, 2021.
