- COMBINED SYNOPSIS/SOLICITATION FOR OF LATEAL FLOW ASSAY DEVICE Solicitation Number: 75D301-21-Q-74006 Part 1 � Introduction This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Requirements (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested, and a written solicitation will not be issued. The solicitation number for this requirement is 75D301-21-Q-74006 and is hereby issued as a Request for Quote (RFQ) using FAR Subpart 13.1 Simplified Acquisition Procedures. The Centers for Disease Control and Prevention intends to award a firm-fixed-price contract for the following requirement, please either fill in the dollar amounts or provide a separate excel spreadsheet containing the same information including a list of line item number(s) and items, quantities, units of measure, and options, if applicable:� (All work shall be performed in accordance with the attached Statement of Work (SOW) 52.212-1 Instruction to Offerors-Commercial Items (Jul 2021) provides instructions to offerors to submit quotes for this requirement.� Of particular note the quote must include the following: Part 2 �Pricing Sheet The Government respectfully requests any discount that would be offered to an offeror�s most favorable customer. This solicitation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Circular (FAC) 2021-03, dated 2/16/2021. This acquisition is set aside for Analytical Laboratory Instrument Manufacturing_under North American Industry Classification System (NAICS) code 334516 and small business size standard 1,000 employees. A Firm-Fixed Price purchase order will be issued in writing to the successful offeror. To be eligible to receive an award resulting from this solicitation, contractor must be registered in the System for Award Management. To register apply via the Internet at http://www.sam.gov. Requirement The Contractor is to manufacture and deliver to CDC 5000 FTC lateral flow devices with the ability to detect <5 ug/mL FTC in urine and overcoming biological inhibitors.� The devices must have a shelf life of at least 6 months at 25oC.� The Government will first evaluate the FTC LFA devices with urine from persons taking PrEP who have known drug levels by mass spectroscopy to evaluate device performance.� Secondly, the device results will be compared to published literature on ARV decay in persons over time to assess the window period of detection. � SCOPE OF WORK A commercial manufacturer with demonstrated success in manufacturing Lateral flow (LFA) devices for drug detection will perform the following tasks: Task Task (1) Provide electronic Notebooks (ENs) detailing experiments. Each EN will include a purpose, material list, procedure, results, and conclusion (supplied upon request). Task (2) Hold weekly meetings alternating between technical discussion that will be accompanied by a technical presentation/report outlining results and a project management meeting to track deliverables and development schedule. Task (3) Creation and maintenance of a Design History File Task (4) Pilot lot manufacturing of 5000 cassetted LFA tests with resolution by nanoparticle detection DELIVERABLES Invoices shall be submitted quarterly as instructed in the awarded document.
