Description
The 174th Attack Wing of the New York Air National Guard located in Syracuse, New York, intends to issue an Invitation for Bid to award a single firm fixed-price contract for services, non-personal, to provide all plant, labor, transportation, materials, tools, equipment, appliances and supervision necessary to construct an Entry Control Facility, NY (Onondaga County). The work includes, but is not limited to the constructing of a new Entry Control Facility complex, including a gate house, a guard booth, canopies over vehicle ID check stations and commercial vehicle inspection bay, pavements, fencing, gates, active denial barriers, site lighting, and site drainage, and demolition of the existing Entry Control Facility. In addition to a base price for the work described above, the solicitation includes Options for this project. 1. Upgrade median infill from grass to stone; 2. Motorize gates (adds motor, power, controls, & signaling); 3. Add a turning lane / relocate base marquee sign; 4. Provide covered CVI shelter; 5. Additional demolition outside of construction footprint. The contract duration is 365 days after NTP. This project is SDVOSB Set-Aside. The North American Industry Classification (NAICS) Code is 236220, with a size standard of $39,500,000.00. The magnitude is between $1,000,000 and $5,000,000. Your attention is directed to FAR Clause 52.219-14(e)(3) (DEVIATION 2019-O0003), LIMITATIONS ON SUBCONTRACTING, which states �By submission of an offer and execution of a contract, the Offeror/Contractor agrees in performance of the contract in the case of a contract for General construction, it will not pay more than 85 percent of the amount paid by the Government for contract performance, excluding the cost of materials, to subcontractors that are not similarly situated entities. Any work that a similarly situated entity further subcontracts will count toward the 85 percent subcontract amount that cannot be exceeded�. The tentative date for issuing the solicitation is on-or about September 3, 2021. The tentative date for the pre-bid conference is on-or about September 14, 2021 at 9:00AM EST, location will be in solicitation. Interested contractors are encouraged to attend and shall follow conference registration and base access requirements shown in the solicitation. A site visit will follow the pre-bid conference. All questions for the pre-bid conference must be submitted by September 9, 2021 via email to adam.gagne.1@us.af.mil and ashley.pace.1@us.af.mil. The bid opening date is scheduled for on-or about October 5, 2021. Actual dates and times will be identified in the solicitation.
