Description
The 50th Contracting Squadron, Schriever SFB, CO intends to issue an award for the Construction Single Award Task Order Contract (SATOC) for performance at Schriever SFB, CO 80912. The contract will be a single award, Indefinite Delivery Indefinite Quantity, Firm-Fixed-Price contract. The North American Industry Classification System (NAICS) code for this project is 236210 with a size standard of $36.5M. The Contractor shall furnish all management, supervision, labor, materials, equipment, and incidentals required to construct facilities requirements that need design and engineering services incidental to construction. �In some instances, the contractor will construct a facility requirement that is 100% designed.� In this instance, the successful offeror is not required to provide any additional design and engineering services.� The total performance period is for a period of three (3) years.� All work, equipment, and materials required for this contract is staged in an area coordinated with the Contracting Officer.� The Contractor shall return all areas affected by construction activities, both within and outside the scope of this project, to their previous existing condition, to include site cleanup, repair of damaged real property, restoration and establishment of native vegetation, and removal of any and all construction refuse generated.� The contract shall conform to all applicable Federal, State and local laws, regulations and base-specific standards and applicable Unified Facilities Criteria (UFC).� Where there is a conflict between the referenced standards, the most stringent shall take precedence.� All work accomplished by the Contractor shall comply with these criteria unless a waiver is obtained from the Air Force when conditions warrant such consideration.� All construction work shall be subject to stoppages and delays due to critical SSFB mission requirements.� All work shall be coordinated with Base Civil Engineering (BCE) personnel, namely the assigned Construction Manager and/or Project Manager, via the Contracting Officer. The ordering period for this SATOC is anticipated to be 30 Sep 2021 � 29 Sep 2024, and will contain no options.� Task Orders issued under the SATOC will have a magnitude ranging from $2,000 to $2,000,000 and could be design-build in nature containing 35% and 65% design.� The maximum limit for this SATOC will be $9,000,000. This contract will be awarded in accordance with FAR Part 15, Contracting by Negotiation.� Additionally, FAR Part 19, Small Business Programs will be utilized. This effort will be set aside for all responsible SBA-Certified HUBZone sources who may submit a proposal, which shall be considered by the agency. Physical copies of the solicitation and all accompanying specifications will not be provided. All documents for this project will be uploaded to https://www.beta.SAM.gov.� Notice to Offeror(s)/Supplier(s): Funds are not presently available to satisfy the minimum guarantee for this effort. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs. NOTES: 1. The solicitation with the official specifications and drawings will be available on the GPE on or about�6 Aug 2021 posted at https://www.sam.gov. A physical site visit for this project is scheduled for 18 August 2021.� RFIs/questions are due 20 Aug 21. The tentative date for the receipt of proposals is 15 Sep 2021. 2. The contractor shall provide a signed copy of the SF 1442 and acknowledge and/or sign all amendments at the time and place specified in the solicitation for receipt of proposals. All proposals shall be delivered in the method and by the time specified in the SF 1442. **3.� Amendment 0001 added 9 Aug 21 to revise HUBZone Joint Venture guidance.** **4.� Amendment 0002�added 26 Aug 21 to replace Attachments 3, 4, and 6, add Attachment 14, and revise Addendum to 52.215-1, Instructions to Offerors.**
