- Synopsis: The U.S. Army Combat Capabilities Development Command (DEVCOM) C5ISR Center is seeking information from industry regarding capabilities and advancements in the area of digital engineering to support building and testing digital twins of Radio Frequency (RF) systems. Digital engineering involves the federation of various models and data to create the highest fidelity possible digital representation of a system. Disclaimer:� This RFI is issued solely for information and planning purposes and does not constitute a solicitation.� In accordance with FAR 15.202 (e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract.� This is a Request for Information (RFI) and the C5ISR Center is currently conducting market research only.� No award is intended as a result of this synopsis.� The Government will not reimburse costs incurred by respondents in response to this RFI, or for participating in information exchange regarding details of the RFI.� Due Date: 09 September 2021 Description: The C5ISR Center is interested in receiving information regarding capabilities in the area of digital engineering. Per the DoD Digital Engineering Strategy, �Rapidly evolving threats, warfighting concepts, and technologies require us to innovate, engineer, and integrate quickly. Authoritative and accessible data, models, and architectures must underpin modernization.� The C5ISR Center seeks to develop a high fidelity multi-physics framework/testbed to identify, inform, validate, and demonstrate emerging RF technology use cases and requirements to shorten the development lifecycle of current system upgrades and next generation systems. Definitions: The following definitions are provided to standardize the meaning of terms used in this RFI: Digital Twin: Full software/firmware emulated version of a hardware system. Has identical characteristics/RF properties and will produce identical results Back-end: A functional area of a radar system where all digital signal processing, data processing, control processing, exploitation processing, and external interface processing are located Front-end: A functional area of a radar system where all transmit/receive elements, power amplifiers, analog conditioning, and analog to digital signal conversion are located Environment Simulator: Clutter, target, multipath, Electromagnetic Interference, weather, terrain, and other environmental components integrated with a realistic propagation model to simulate performance of system in real world Requested Information:� The C5ISR Center requests the following information: Capabilities, projects, and future work in the area of digital engineering Front-end models and associated Technology Readiness Level (TRL) Back-end models and associated TRL Environment simulator models and associated TRL Processing speed of above models (real-time operation desired) Capabilities in the area of throttling Back-end hardware to accurately represent latencies, threads, processing speed, etc. of less capable processor In-house digital twin models/concepts and assessment of �degree� of representation of physical system (i.e. Vendor �A� has built a high fidelity model of System �B� and proposes that this model is 80% representative of the physical system) Ability to support standardized digital engineering framework development beginning in October 2021 Submission Requirements:� �All documents shall be portion marked IAW DoDM 5200.01-V2.� Submission of proprietary and other sensitive information shall be marked and identified with disposition instructions (submitted material will not be returned). Format shall be Microsoft Word or Adobe Acrobat Reader. Font size shall NOT be smaller than 12-point Times New Roman or Arial. Corresponding responses should be no more than 20 written pages. Unclassified responses must be submitted via email to: usarmy.apg.ccdc-c5isr.mbx.i2wd-radar-rfi@mail.mil.� For shipping of SECRET or higher classification material to C5ISR Center contact usarmy.apg.ccdc-c5isr.mbx.i2wd-radar-rfi@mail.smil.mil for shipping instructions. Responses submitted by contractors that contain U.S. classified military information (CMI) generated in conjunction with a DOD program should be classified in accordance with the applicable Security Classification Guide (SCG).� Please include a copy of the SCG with the submission.� Only U.S. citizens are authorized to respond to this RFI. Questions and requests for clarification of information must be submitted to: usarmy.apg.ccdc-c5isr.mbx.i2wd-radar-rfi@mail.mil (UNCLASSIFIED) or usarmy.apg.ccdc-c5isr.mbx.i2wd-radar-rfi@mail.smil.mil (CLASSIFIED) no later than 20 calendar days following RFI posting.� Questions and requests will only be accepted in writing; phone calls will not be accepted. Requests must be submitted only to the email addresses specified above.� Any other forms of request for additional information will not be honored.� Do NOT send emails or phone calls to the Contract Office / Contract Specialist of record on this RFI for technical based questions or status updates on official solicitations in regard to this posting.
