- This Request for Information (RFI) serves as a market research tool and is being used for planning purposes to determine availability of sources and gain industry insight prior to determining a method of acquisition. The data anticipated as a result of this RFI pertains to WASTEWATER TREATEMENT SERVICES, to be performed at Lajes Field, AZORES, PORTUGAL. 765 ABS/CONF/PKA is conducting market research to determine potential sources having the capabilities, experience and required certifications necessary to perform the described work. No award will be made from this RFI. A draft Performance Work Statement (PWS) is attached to this notice. Services Description: This is a non-personal service in which the contractor shall provide all management, sampling, tools, supplies, repair parts, equipment, incidentals, qualified personnel, and transportation necessary to operate and maintain the wastewater treatment plant (WWTP), lift stations, oil-water separators, and grease traps at Lajes Field, Terceira, Azores, Portugal. The wastewater treatment plant is an 800K gallons per day activated sludge plant. In addition, there are 14 lift stations, up to 15 oil water separators and up to 8 grease traps. The operations shall be conducted in order to provide continuous, cost effective, and efficient treatment of all wastewater. The system shall operate 24 hours a day, 7 days a week. The contractor shall also perform appropriate sampling and laboratory analysis to ensure compliance with all regulatory requirements. The contractor shall follow, and ensure water quality continually meets or exceeds the appropriate regulatory guidance provided by current applicable Air Force Instructions and the Final Governing Standards for Portugal (FGS-P) (see Appendix A of attached draft PWS). The North American Standard Industry Classification System (NAICS) code anticipated for this acquisition is 221320 - Sewage Treatment Facilities, and the Product Service Code is M1PD � Operation of Waste Treatment and Storage Facilities. Please see �PWS Certification Information� document attached, which highlights the certification and qualification requirements described in the PWS. � General Information: The Government is seeking input from the industry to determine the availability of qualified sources which possess the technical capability to fulfill the requirement described above. No contract awards will be made from this notice and no solicitation is available on SAM.gov at this time. In order to develop a sound acquisition strategy, early industry participation is highly encouraged; however, participation in this effort is strictly voluntary. All costs associated with responding to this RFI will be solely at the interested party�s expense. The Government will not reimburse costs and will not be liable for any costs associated with responses to this notice. Respondents will not be notified of the responses to this notice. Responses to this notice are not considered offers and cannot be accepted by the Government to form a binding contract. Requested Information: Those interested in providing a response to this RFI are requested to provide capability statements, which need to include the following information at minimum: a. Responses will be treated as information only and will not be used as a proposal.� Any information provided by industry to the Government, as a result of this notice, is strictly voluntarily.� Vendors will not be reimbursed for any cost related to this notice.� The information obtained from industry responses may be used in the development of an acquisition strategy and a future RFP. All responses will be treated in whole or in part for determining the most effective acquisition strategy for Wastewater Treatment Services acquisitions or similar requirements and information provided will be used within the Air Force to facilitate decision making and will not be disclosed outside the agency.
