This notice does NOT constitute a request for proposal, request for quote, or invitation for bid. The intent of this notice is to identify potential offerors for market research purposes. This announcement is for information and planning purposes only and is not to be construed as a commitment by the Naval Facilities Engineering Command Far East (NAVFAC FE), implied or otherwise, to issue a solicitation or ultimately award a contract. An award will not be made on offers received in response to this notice. The Government is not responsible for the cost associated with any effort expended in responding to this notice. Description of work: NAVFAC FE is seeking eligible business firms capable of providing Aerial Device Non-Destructive Test (NDT) Inspection and Certification services for four ladder trucks at various U.S. Navy bases throughout Japan. The detailed ladder truck information is included in Enclosure 1 Contractor Information. The inspection will be conducted in accordance with the National Fire Protection Association (NFPA) 1911: Standard for Inspection, Maintenance, Testing, and Retirement of In-Service Automotive Emergency Vehicles, 2017 Edition Chapter 22: Performance Testing of Aerial Devices. In addition, Nondestructive testing (NDT) procedures shall be conducted in accordance with ""American Society for Testing and Materials (ASTM)"" standards. The person actually performing the NDT shall be certified as an ""American Society for Nondestructive Testing (ASNT)"" Level II TNDT Technician as specified in the American Society of Nondestructive Testing (ASNT) CP189, Standard for Qualification and Certification of Nondestructive Personnel. All test procedures shall be consistent with ASTM El 316, Standard Terminology for Nondestructive Testing. All ultrasonic inspections shall be conducted in accordance with the following standards: ASTM El 14, Standard Practice for Ultrasonic Pulse-Echo Straight-Beam Examination by the Contact Method ASTM E797 /E797M, Standard Practice for Measuring Thickness by Manual Ultrasonic Pulse-Echo Contact Method All magnetic particle inspections shall be conducted in accordance with ASTM E709, Standard Guide for Magnetic Particle Examination. All liquid penetrant inspections shall be conducted in accordance with the following standards: ASTM El65/E165M, Standard Test Method/or Liquid Penetrant Examination ASTM E1220, Standard Test Method for Visible Penetrant Examination Using the Solvent�Removable Process ASTM E1418, Standard Test Method for Visible Penetrant Examination Using the Water�Washable Process� The contractor shall provide all labor, management, supervision, tools, material, and equipment required to perform environmental testing services at various locations throughout Japan, including U.S. Naval Station Yokosuka and Sasebo, NAF Atsugi, and its supported outlying facilities. Contractor shall be responsible logistically and financially for shipment of all equipment required for applicable testing. Contractor Submittal Requirements: 1. Interested firms should submit information as to the capabilities, capacity and experience to perform the tasks as described in the description of work. The Statement of Capability (SOC) will determine the feasibility and/or basis for the Navy�s decision to proceed with acquisition. Interested firms must submit a SOC, which describes, in detail, the firm�s capability of providing the services. Your SOC shall include the following: full name and address of the firm, name of POC (including titles, telephone and fax numbers), indicate if the firm is registered in the System for Award Management (SAM) database, include DUNS Number and CAGE Code, your capability providing the services for the CNRJ�s ladder trucks listed in Enclosure 1 Contractor Information�, and additional comments if any.� 2. The Government reserves the right to request additional information as needed, from any and all respondents. Submitted information shall be UNCLASSFIED. Please respond to this Sources Sought announcement electronically to Yuka Kondo at Yuka.Kondo@fe.navy.mil no later than 02:30 PM Japan Standard Time (JST) on 3 September 2021. No email sent shall be larger than 4MB in size. Responses received after the deadline or without the required information will not be considered. Respondents will not be notified of the results of the Navy�s market research.
