Description
1. INTRODUCTION NASA John F. Kennedy Space Center (KSC) is hereby soliciting information from potential sources capable of providing safety and mission assurance support services (SMASS) in support of the NASA KSC Safety and Mission Assurance (SMA) Directorate.� The KSC SMA Directorate supports NASA Programs and Projects at KSC, providing mission assurance, engineering, and risk assessment and analysis in the disciplines of safety, reliability, and quality.� Programs at KSC include, but are not limited to, the following: Exploration Ground Systems Program; Launch Services Program; Agency Management and Operations; Orion Program; Commercial Crew Program; International Space Station Program; Center Engineering, Safety, and Operations; and Space Launch System Program.� SMASS will be performed primarily at KSC; however, resident support may be required at other NASA centers, facilities, or sites. Requirements contemplated under the SMASS IV acquisition include, but are not limited to, the following: system safety engineering and analysis, quality assurance and engineering, mission assurance and integration, reliability and maintainability, software assurance, range safety, independent assessment, and expendable launch vehicle payload safety. SMASS are currently being performed at KSC by A-P-T Research, Inc. of Huntsville, Alabama, under contract 80KSC018C0007, SMASS III. NASA KSC is seeking capability statements from all interested parties, including all socioeconomic categories of Small Businesses and Historically Black Colleges and Universities/Minority Institutions, and members of the underserved communities as defined by Executive Order 13985, Advancing Racial Equity and Support for Underserved Communities through the Federal Government, for the purposes of determining the appropriate level of competition and/or small business subcontracting goals for the SMASS IV acquisition.� The Government reserves the right to consider a small, 8(a), women-owned small, service-disabled veteran-owned small, economically disadvantaged women-owned small, or Historically Underutilized Business Zone business set-aside based on responses received. 2.� CAPABILITY STATEMENT SUBMISSION Interested firms possessing capabilities relevant to the contemplated requirements of SMASS IV should submit a capability statement of no more than 8 pages, indicating the ability to perform SMASS. �A page is defined as one side of a sheet, 8 �� x 11�, with at least one-inch margins on all sides, using not smaller than 12-point type. �Foldouts count as an equivalent number of 8 �� x 11� pages. �Responses must be submitted electronically in portable document format (PDF), with searchable text. �The capability statement must include: (1) �Company�s name, address, and a point of contact, (name and e-mail address) (2) �Data Universal Numbering System (DUNS) number and Commercial and Government Entity (CAGE) code (3) �Number of years in business (4) �Annual receipts in accordance with 13 CFR 121.104(c) and the period of measurement used (5) �Company�s size and socioeconomic status under North American Industry Classification Systems (NAICS) 541330 Engineering Services, with a small business size standard exception for Military and Aerospace Equipment and Military Weapons of $41.5 million. (6) �Ownership, affiliate information (as applicable) including: parent company and joint venture partners (7) �Interest as a prime or subcontractor (8) �Capabilities that are relevant to the contemplated SMASS IV requirements (9)� Identification of contracts during last five years, if any, where the respondent has provided related services. �For each contract, include the contract number, customer name, period of performance, company role (prime or subcontractor), contract or subcontract value, and a brief description of related work. It is not sufficient to provide general brochures or generic information and responses must include the company�s specific area of interest in this acquisition. All responses shall be submitted electronically to KSC-SMASS-IV-INFO@mail.nasa.gov no later than September 15, 2021 at 5:00 p.m. EST. �NASA KSC intends to update this notice on https://sam.gov/ to announce future opportunities for NASA and industry dialogue regarding this requirement. 3. STRATEGY FEEDBACK NASA requests feedback with supporting rationale for the items discussed below; however, a response to this section is not required to submit a capability statement. �Feedback may be used as market research information to support development of the SMASS IV acquisition strategy. �Feedback provided is excluded from the page limitation identified in Section 2, Capability Submission Information.� Provide information as to whether your company is a current GSA Schedule contract holder.� If your company currently has a GSA contract with scope that covers all facets of the SMASS IV requirements, please provide information on that capability including identification of the contract number, and category code and description heading (e.g., 541330ENG, Engineering Services; OASIS Pool 3, Military/Marine/Energy Engineering).��� 4. OTHER This acquisition is not considered to be a commercial or commercial-type product.� A commercial item is defined in FAR 2.101.� All questions should be directed to the point of contact identified below.� This synopsis is for information and planning purposes only and is not to be construed as a commitment by the Government nor will the Government pay for information solicited.� Respondents will not be notified of the results of the evaluation.� � No solicitation exists; therefore, do not request a copy of a solicitation.� If a solicitation is released it will be synopsized on https://sam.gov/.� It is the interested party�s responsibility to monitor this website for the release of any subsequent solicitation or synopsis.
