- SOURCES SOUGHT NOTICE/REQUEST FOR INFORMATION (RFI) Naval Surface Warfare Center, Carderock Division Watercraft Industrial Support (WIS) Multiple Award Contract (MAC) Purpose: The purpose of this sources sought/RFI is to identify potential sources that can provide all labor, tools, equipment, materials and supplies�in support of a follow-on Multiple Award Contract (MAC)�to provide Watercraft Industrial Support (WIS).� The Draft Description and Specifications (DS) is attached to this notice to assist vendors with understanding NSWCCD's requirement.� Responses to this sources sought will be used by NSWCCD to influence acquisition decisions which may include:� use of competitive bid procurement process; small business set aside (small business, large business, or small disadvantaged business) and which acquisition procedures are best suited for this procurement. The Government anticipates that this future requirement will award up to 10 separate contracts spanning both West Coast and East Coast work.� The contracts will have both Cost-Plus-Fixed-Fee and Firm-Fixed-Price line items.� This is a Multiple award Indefinite Quantity type contract. A draft�DS for the required services/supplies is provided as Attachment 1.� A�draft portion of the future�solicitation - Sections L and M is provided as Attachment 2�to this Sources Sought/RFI.� Interested firms are requested to submit comments on the Draft�DS Industry Questionnaire Sheet (Attachment 3) by 21 September 2021. This requirement�is for the acquisition of watercraft industrial services and supplies in support of the NSWCCDDN�s mission covering all phases of watercraft total life cycle industrial support to include proof of design, model development and realization, construction, fabrication, modernization, quick response capability, repair, overhaul quality assurance, and testing. The contractor shall accomplish these tasks on structural, mechanical, electrical, and electronic systems.� The contractor shall provide and maintain the necessary tools and equipment required for accomplishing the task.� The functional total life cycle phases are: In-Service Support, Acquisition, Research and Development (R&D) and Science and Technology (S&T). �The estimated distribution of work is In-Service Support (85%), Acquisition (9%), R&D (5%) and S&T (1%). �Scope includes all of the Ships Work Breakdown Structure (SWBS) Areas from 0000 to 0999 which is defined in Section C.2 reference NAVSEA Instruction 4790.1.� Tasking under this description/specification will fall under Product Service Codes (PSCs), 1905, 1910, 1940, 1945, 1990 and J019. Responses: Responses to this notice shall be submitted electronically and must be received no later than 21 September 2021. The page limit is 25 pages. Responses shall include: 1.���� Company name, website, and physical address, 2.���� Point of contact, phone number, and E-mail address, 3.���� Cage number (if applicable) and DUNS number. 4.���� Company size e.g. small business, large business, or small disadvantaged 5.���� Company capability statement to support Watercraft Industrial Support.� This statement should include, at a minimum, the functional areas listed in Section C � Draft DS as provided under Para 3.4.2.� In the event that one or more of the functional areas are not within the Company�s core competencies, identify which functional areas the company does have capability over.� The functional task areas, presented in no particular order, are as follows: Construction of Watercraft Quick Response Capability Modernization Repair Proof of Design and Model Development and Realization Fleet Support Disclaimer: A solicitation is not currently available.
