- Description
- Scope of Work: �Construct an addition to and renovate an existing Aircraft Maintenance Unit (AMU) facility (Building 914) using conventional design and construction methods to accommodate the mission of the facility. Construction will consist of steel-framed structure, concrete slab and foundation system, masonry block exterior walls, and standing seam metal roof to the existing facility. Alteration work will include upgrading AMU maintenance space to accommodate the F-35A, to include repair and alteration of the existing roof and hangar space. Portions of the facility must meet Special Access Program Facility (SAPF) security certification and shall comply with Intelligence Community Technical Specification for Intelligence Community Directive/ Intelligence Community Standard 705 security construction. Project will include additional access control and facility standoff requirements. The project will include all necessary utilities, site improvements, pavements, communications support infrastructure, and all necessary supporting work for a complete and usable facility. Air Conditioning: 80 Tons. �The project will demolish Building 917 (994 SM), Building 956 (37 SM), and Building 961 (1,213 SM) (Total of 2,244 SM). Facilities will be designed as permanent construction in accordance with the Department of Defense Unified Facilities Criteria 1-200-01, General Building Requirements. This project will comply with Department of Defense antiterrorism/force protection requirements per Unified Facility Criteria 4-010-01. (a) Project Labor Agreements are a tool that agencies may use to promote economy and efficiency in Federal procurement. Pursuant to Executive Order 13502, agencies are encouraged to consider requiring the use of project labor agreements in connection with large-scale construction projects. (b) An agency may, if appropriate, require that every contractor and subcontractor engaged in construction on the project agree, for that project, to negotiate or become a party to a project labor agreement with one or more labor organizations if the agency decides that the use of project labor agreements will� (1) Advance the Federal Governments interest in achieving economy and efficiency in Federal procurement, producing labor-management stability, and ensuring compliance with laws and regulations governing safety and health, equal employment opportunity, labor and employment standards, and other matters; and (2) Be consistent with law. (Refer also to FAR 52.222-33 Notice of Requirement for Project Labor Agreement and FAR 52.222-34 Project Labor Agreement). Interested parties are encouraged to submit information regarding project labor agreements, including answering the following questions. Please note, information related to project labor agreements must be sent to Sandy.Oquita@usace.army.mil. Please note: respondents that do not provide enough supporting detail and/or explanations for their answers may be discarded without consideration: (1) Should PLAs be executed on selected large dollar contracts in Maricopa County, AZ? (2) Are there concerns by prime contractors on the availability of skilled construction labor? (3) Would a PLA benefit a project which contains a unique and compelling mission critical schedule? (4) What type of project should not be considered for PLA clauses? (5) What is the time impact to the completion of the contract due to a PLA? (6) What is the cost impact to the bid/proposal due to a PLA? (7) What other factors should the Corps consider before deciding to include a PLA provision in a USACE-Los Angeles District contract?
