Description
The Department of Veterans Affairs is providing a Notice of Intent to advise that the Government intends to Sole Source, Firm-Fixed-Price purchase order with Sustainment Technologies. The procurement is for a Quest MPSĀ® 3-ND Myocardial Protection System for Portland VA Healthcare System located in Portland, OR. This is a FAR 13.106-1(b)(1)(i) single source procurement will be made under the authority of Other Than Full and Open Competition in FAR 6.302-1 and 41 USC 3304(a)(1). Only one responsible source and no other requirement will satisfy the needs of the Government. The MPS 3-ND is the best equipment available for the Portland VA. The risk of M. Chimaera. is mitigated. The Quest MPS 3 ND System's disposable water circuit design removes water residue from the console. Not having to disinfect the system would save the Portland VA money. A one- touch button allows for a fast-aortic valve closure, commanding a rapid arrest, while maximizing cardioplegia distribution. With the Quest MPS 3 ND System, the risk of a possible power surge or outage is negated by the internal battery. The device provides precise drug concentrations in real time preventing medication errors and organized drug records. This system also could collect and review data and analytics at any time throughout or after a procedure. The myocardial protection is a software-controlled system designed to aid the perfusionist in cardioplegia delivery to a patient during Cardiopulmonary Bypass Surgery. This system is also the only system that removes water residue to prevent M. Chimaera, preventing system infection, which saves time and money for the US Government. The MPS is the only software-controlled system designed to aid the perfusionist in cardioplegia delivery to a patient during cardiopulmonary bypass surgery. This is the only machine that combines blood from the heart lung machine and crystalloid from the iv bag in a specified ratio and then adds in the drugs for delivery to the patient. There is no other system which are capable of this process. This is the only system on the market that can independently control concentrations of medications into the heart muscle for myocardial protection during heart surgery. It is also a cost effective strategy utilizing undiluted blood with targeted amounts of cardio protective additives, adjustable to meet the changing requirements of each patient. Our providers used to use the cardioplegia delivery set manually at OHSU and the VA hospital and is the only other product on the market which can provide the capability as the quest MPS. However, the only alternative to the MPS does not have ANY built-in safety features. Which can result in accidental air bubbles being directly delivered into the patient s coronary arteries resulting in death. Additionally, our providers work with a vast network of other providers who all share the same views and preferences that no other product on the market is safe for use in our surgery setting. The North American Industry Classification (NAICS) code for this acquisition is 339112. This notice of intent is not a request for competitive quotes and no solicitation will be made available. Any responses received will only be considered for the purposes of determining whether to conduct a competitive procurement in lieu of sole source contract described in this notice, and such determination shall be made at the sole discretion of the Government. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the requirement. If no responses are received, the government will proceed with the Sole Source acquisition. The Government will not pay for information submitted. This will be the only notice of the Government's intent to solicit, negotiate, and award to one source to satisfy this requirement. The Government plans to award a contract for this requirement on 9/11/2021. Written comments or questions regarding this notice must be received by the Contracting Specialist by email at Michael.gamby@va.gov no later than 1200 EST, 9/10/2021. This notice satisfies the requirement at FAR 5.201(b)(1), to publicize the proposed contract action.
