- NOTIFICATION ONLY DO NOT PROVIDE QUOTE NUMBER: PR: 0040540440 POSTED DATE: 9/1/2021 SUBJECT: WA Native Seed for Restoration Project This announcement constitutes the only notice. This is not a request for quotes. A determination not to compete is solely within the discretion of the Government. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. Responses received will be for the sole purpose of market research for future requirements. Under Simplified Acquisition Procedures (SAP), Fish & Wildlife Services, Region 7 Contracting and General Services intends to issue a sole source, firm-fixed price order to: COMPANY: Pacific Rim Institute, DUNS: 961978918 FOR : $90,000 ON: 09/07/2021 NAICS: 115112 Seeding Crops AUTHORITY: 8.405-6(a)(2) Limited Sources Justification and Approval 13.106(b) Soliciting from a single source Determinations not to compete this proposed procurement were made because: For native prairie restoration the first need is to acquire genetically appropriate plant materials. In the area known as, the Willamette Valley-Puget Trough-Georgia Basin ecoregion, this habitat type is very rare with only about 10% of it remaining in it's historic range. Plant material needs to be sourced close to the restoration site(s): from South Puget Sound grassland sites, and from grasslands within or in close proximity (approximately 30 miles) to the San Juan Islands archipelago including the Lower Olympics (low-elevation grasslands on the north Olympic peninsula). Seed testing for seed purity and germination are needed to calculate accurate seed purchasing and seeding rates. Local plant material is needed to allow higher adaptability to environmental effects (increasing survivability and project success). The Pacific Rim Institute for Environmental Stewardship is the only vendor that already has the required genetic material in production (Achillea millefolium, Castilleja levisecta, Festuca roemeri) and can meet specifications for testing, storage, and timely delivery. Their ability to meet project specifications has been proven through use by other federal, state, and tribal entities for similar native restoration projects and used in Protection Island NWR test plots.
