- NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT: N0012421Q0266- One Base Year Subscription to The Financial Times and two option periods. Base Period of Subscription: 12 Months from Date of Award. Under the authority of FAR 6.302-1, the Naval War College Library has a requirement for a one-year subscription to The Financial Times and two optional periods. The subscription will run 12 Months from Date of Award. Two optional periods that begin immediately after the base ends, if opted. Under the authority of 10 USC 2304(c) (1) pursuant to FAR 13.106-1(b)(1)(i), the product or services needed by the agency are available from only one responsible source and no other type of property or services will satisfy the needs of the agency. A determination not to compete this proposed contract is based on market research and is solely within the discretion of the government. As evidenced in the attached sole source justification provided by the requiring activity, there is only one contractor that has the specific qualifications that meet the peculiar requirements of this contract. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition FAR: FAC 2021-06, Effective 06 June 2021 and DFARS: Class Deviations: 2021-O0007, Effective 25 June 2021.
