Description
NOAA's NMFS, Alaska Fisheries Science Center, Auke Bay Laboratories, intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b) (1), to Cascadia Research Collective. The Marine Mammal Laboratory (MML) conducts and collaborates on studies on the abundance and distribution of gray whales summering on the west coast of the United States and Canada to support NMFS gray whale stock assessments and management decisions regarding the subsistence harvest by the Makah Tribe of Washington State. Part of these studies involve photographing the natural markings on the backs and sides of gray whales to identify individual animals. Photographs collected during each year are compared with others taken in previous years and at other locations to document return visits in successive years and movements of whales between northern Washington and other regions along the coast. Digital images taken during the period from June 1 through October 31 each year will be matched to a catalog of all gray whales that have been identified by researchers. The primary objective is to identify whales that are part of the Pacific Coast Feeding Group (PCFG) and describe their movements. Tasks� Key tasks include the following:� The Contractor shall identify gray whales from digital images by matching the images provided by MML biologists and by MML contractors to whales identified in a master catalog maintained by Cascadia Research Collective LLC. The Contractor shall provide an annual report that shall include�� the numbers of digital images received from MML biologists and MML contractors by region, month and source (MML or the individual contractor name or organization), identification of each whale and month and region where located, Movements of identified whales between regions within the year. The Contractor shall provide an annual data file in MS Excel or MS Access format containing a record for each day a whale was photographed for identification. Each record shall include a unique identification for the whale that corresponds to the Cascadia Research Collective�s gray whale photo ID catalog for the whale,� the date, location where the digital image was taken, and source of the image (MML or the individual contractor name or organization). The Contractor shall provide the best digital image(s) used to identify each whale (left and right sides, dorsal and ventral flukes also if available).��Each digital image shall be named with the unique individuals identifier. The proposed Contractor must have experience in the following: Using digital images to identify individual gray whales Matching gray whale digital images to a master catalog of previously identified gray whales Producing data summaries from a database or data sheets Organizing and efficiently processing gray whale digital images in TIFF or JPEG formats for identification from multiple sources� The proposed Contractor must possess and maintain the following skills/certifications and/or credentials during the period of performance: � Access to the Cascadia Research Collective LLC master gray whale photo-identification catalog Computing resources to process digital images and match to the catalog Experienced staff to perform the matching of the digital images to those in the Cascadia Research Collective LLC gray whale catalog Cascadia Research Collective has been collecting photographs of gray whales since 1979 and they collect gray whale photographs of gray whales from researchers working along the US and Canadian coast. Cascadia Research Collective is the only vendor that has a catalogue that covers gray whales along the entire west coast. The Cascadia Research Collective catalogue is the longest collected data set in terms of time and in geographic coverage. They also have the necessary expertise to conduct the photo-identification to the existing catalogue that no other vendor can provide. The catalogue that has been used for this ongoing long term project is only available to Cascadia Research Collective, so it is critical that the work continue with Cascadia Research Collective so the data being collected does not change. Award for this requirement will be in accordance with Federal Acquisition Regulation (FAR) Part 13. Anticipated value will be under the Simplified acquisition procedures with an estimated value of less than $150,000.00. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS.
