U.S. Army Corps of Engineers � Philadelphia District 100 E Penn Square East, Philadelphia, PA 19107 Solicitation No: W912BU-21-R-0034 Killcohook - Area 1 Drying and Site Preparation Combined Synopsis and Solicitation: Project Title: Dredged Material Disposal Area Site Drainage and Earthwork Preparation Services Contract, Killcohook Cell 1 Disposal Area, Salem County, New Jersey Solicitation No: W912BU-21-R-0034 NAICS Code: 238910- Site Preparation Contractors PSC Code: F999 Magnitude of Construction: Estimated cost range of the project is between $5,000,000 and $10,000,000. Bond Requirement: Payment and Performance Bonds are required for this project SYNOPSIS: The U.S. Army Corps of Engineers, Philadelphia District intends to award a Firm-Fixed Price contract. The purpose of this contract is to provide all management, tools, supplies, equipment, and labor necessary to provide drainage and earthwork preparation services at the Killcohook complex of dredged material disposal areas. The contractor shall provide all personnel, 4 amphibious crawler mounted backhoe/excavators, 4 D6 bull dozers, 8 articulated dump trucks, 2 tracked excavators and all associated supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform the required services to the Killcohook disposal areas as defined in this Performance Work Statement (PWS), except for those items specified as government furnished property and services.� The contractor shall perform to the standards in this contract. Services provided under this contract will be performed in two phases. The first phase will be for drainage and include the four (4) amphibious excavators.� The second phase will be for earthwork preparation services and include the bull dozers, dump trucks and excavators and will not begin until completion of the first phase. The Killcohook complex of dredged material disposal areas are comprised of a system of earthen dikes with approximately 1300 acres of containment space designed to hold dredged materials. This site allows soil sediments transported as dredge slurry to settle out before water is discharged back into the waterway through a sluice structure. Drainage services are aimed at drying and consolidating materials in-place, as the water is discharged back into to the waterway through a series of drainage ditches leading to the sluiceway.� Earthwork preparation services are aimed at excavating, moving and compacting soils within the limits of the Killcohook complex of dredged material disposal areas to properly enable concurrent dike construction by the government.�� � Period of performance: This project is anticipated to have approximately 17 months for the period of period of performance after Notice to Proeed (330 work days excluding weekends and public holidays) Place of Performance:� The work under this contract will be performed at the Killcohook complex of dredged material disposal areas in Salem County, New Jersey. Ensure all contractors obey posted speed limits entering or exiting the Disposal Area. Any trash, mud or debris must be clean when entering or exiting the disposal areas at the main gates. Solicitation:� Delivery shall be specified on the contract award for this requirement. Final acceptance will be at the U.S. Army Corps of Engineers Philadelphia District Office, Philadelphia, PA.�The NAICS Code is 238910- Site Preparation Contractors and the size standard is $16.5 million. This procurement is 100% set-aside for 8(a) small businesses. The acquisition will be a lowest price procurement using the FAR 52.212-2 of the Federal Acquisition Regulation (FAR). Offerors are advised that the Government may award a contract based on initial proposals received without discussions or any contact concerning the bid received; therefore, each bid should contain the offeror's best terms. The Solicitation Number W912BU-21-R-0034 will be issued on 23 August 2021 with a closing date of 23 September 2021 at 16:30 PM EDT. Hard copies will not be available and written or fax requests will not be accepted. The official media of distribution for this IFB is the web. Contractors may download the solicitation (including any attachments) and any amendments via the SAM web site at www.SAM.gov, on the issue date. It is the offeror's responsibility to monitor the System for Award Management (SAM) website (under the Contract Opportunities� �tab) for any amendments. Interested firms must register at SAM in order to access the solicitation. Offerors are responsible for printing copies of the IFB and any amendments. If there are any amendments to this requirement, all amendments must be acknowledged, signed, and submitted with your bid on the 23 September 2021 due date. Only electronic proposals will be accepted. All contractors are required to be registered in the DOD System for Award Management by award (SAM) before award as required by FARS 4.605. Also, firms who receive a federal contract in excess of $25,000.00 are required by legislation to submit an annual VETS-100 Report on your employment of targeted veterans.
