Final Question & Answer (Q&A) For RFQ 36C25621Q0702 Sterile Processing Tech Services (MEDVAMC) Questions Answer Is there any way the VA would be willing to convert the unit from cases to Hours? No The VA intends to use Cases as unit of issue for this requirement. Payment/Invoicing will be by cases performed. Do you happen to know if the VA intends to have full-time hours available? The PWS lists 5 technicians. Its left to the contractor to convert hourly rate per technician. How many cases should a sterile tech be able to decondamate in a day? This is will vary by education/training on proprietary products, types of procedures, and the amount of instrumentation required for each procedure. Are the minimum of 5 required qualified technicians FTE equivalent? The PWS lists 5 technicians. Its left to the contractor to convert hourly rate per technician. Is the VA looking for Sterile Processing Service (SPS) Technician in a staffing capacity or are you looking for a turn-key services? This requirement provides for a combination of both. There will be full accountability for sets, preventative maintenance, decontamination, assembly and Operation Room (OR) Liaison support. Onsite technicians working in MEDVAMC facility will be using MEDVAMC equipment and supplies alongside MEDVAMC staff. For the pricing schedule what is the unit CS ? CS Cases. Payment will be by cases performed. Supervision is listed in 2 sections: The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract services providers shall be accountable solely to the Contractor who, in turn is responsible to the Government. 2.1. Contractor must provide all labor, supervision and other items and services necessary to perform the work as defined in this PWS. We understand non-personal services.  In most cased the vendor is responsible for the management of the employee (hiring, discipline, payroll, etc) but the VA offers onsite supervision to include distribution of daily workload.  Will the VA SPS Department assign daily tasks or will that be the responsibility of the vendor?  Additionally, if clinical supervision is not being offer by the VA then will the VA allow the awarded vendor to have an onsite supervisor?  Would the vendor on-site supervisor s hours be invisible to the government?  The contractor will assign daily tasks as needed to meet the requirements to fulfill the needs of this requirement. This requirement requires an onsite supervisor. It is efficient to have a working onsite supervisor who contributes partially to fulfillment of this requirement. 4.1.2. In the event MEDVAMC surgical volume changes, Contractor shall modify Technical support resources as needed to adequately service the MEDVAMC without intervention required by MEDVAMC or change in the agreed upon per-  case cost quoted unit prices.                 How will the vendor be made aware of the surgical volume changes?  Will the Vendor be provided a portal for visibility for upcoming cases?                 Is the VA looking at a per case invoicing unit?  Specific to effort completed by a SPS Technician, what is the standard case for the requirement?  The contractor will be provided access to the OR schedule so they will know what instrumentation is required for each case. Invoicing will be completed at a per case invoicing unit. The Onsite Specialists will be responsible for Orthopedic procedures. 4.2.1. Contractor technicians must obtain and maintain annual certification. Technicians must obtain their IAMCSMM CRCST Certification. In addition, Contractor technicians must successfully complete Stryker s proprietary training held at Stryker s National Training Center that is specific to Stryker s products. A certificate of completion is received upon successfully completing the training program.                 IAMCSMM CRCST Certification is pretty standard.  Can the VA provide more information on the offsite training certificate required at Stryker s Training Center?  Will the government allow vendors to invoice for travel/lodging (per FTR) for the training?   Will the Technicians time spent completing this training be invoiceable to the VA? The training should be built into the overall pricing structure. Technicians must be trained on the existing instrumentation that are used by MEDVAMC. Will the VA accept completed CPARS evaluation in lieu of completed past performance surveys?  Will the VA consider a completed CPARS equal to a completed past performance survey? No, the VA requires completed past performance survey Per the Schedule B and Section 4.1.2 reference to ""per-case cost quoted unit prices"", can the USG please define the ""Case"" unit in more detail.  Surgical case for orthopedic procedures Per the stated submission requirements and Evaluation Criteria for Factor 1 Technical Capabilities below, can the USG please provide further guidance and Instructions to Offerors on the RFP language ""adequate information and formal documentation according to the requirements listed in the solicitation."" Is there a Technical Volume and what is to be included? This is surgical volume as defined in the delivery schedule Does the Government anticipate having full time hours and cases available for the minimum of 5 FTE cited in the RFQ? Yes, the PWS lists 5 technicians. Its left to the contractor to convert hourly rate per technician.
